<br />Park and Recreation Commission <br />Minutes of May 26, 2004 <br /> <br />, .- <br />l <br />Page 2 <br /> <br />... <br /> <br />., <br /> <br />ITEM 2 - FOLLOW-UP ON COMMUNITY DISCUSSION AT APRIL 28, <br />2004 COMMISSION MEETING REGARDING PUBLIC SAFETY CONCERNS <br />IN THE RED MORTON PARK AREA <br /> <br />Director Centeno gave a brief overview and background of the April 17 <br />incident at the Community Activities Building (CAB). She announced the <br />Park and Recreation Commission used their April 28 meeting as a forum of <br />hear neighbors concerns and suggestions. The meeting was publicized and <br />neighbors in a wide area received a meeting announcement. Approximately <br />75 people signed-in at the April 28 meeting, but more than 100 people were <br />in attendance. Based on input received from the audience, the Commission <br />requested staff to research the matter and develop building rental <br />recommendations for the Commission to consider at its May 26 meeting. <br /> <br />Director Centeno introduced Detective Eric Stasiak of the Redwood City Police <br />Department who is the case agent in charge of the homicide investigation. <br />Detective Stasiak spoke about the on-going investigation of the case and <br />noted that he is working with the FBI. The Commissioners asked questions <br />of Detective Stasiak concerning the investigation of the case and particulars <br />about the victim and the suspect. Detective Stasiak stated there was no <br />indication that alcohol was a factor in the incident; that this did not appear to <br />be a gang event; that he was unable to determine how CAB incidents <br />compared to other facilities; and that he was unable to determine where the <br />weapon came from. <br /> <br />Chairperson Yapp stated the Commission asked staff to review our <br />department's rules and regulations in light of the incident and to prepare a <br />list of recommendations for the Commission's consideration. <br /> <br />Director Centeno reviewed the list of five recommendations with the <br />Commissioners: <br />1.) If an event is serving alcohol, one security guard for every 50 people <br />must be secured by the renter. The renter will be required to supply <br />a copy of their rental contract from the security company. <br />2.) Superintendent Beth met with the Police Department and facility staff <br />from all of our buildings. There is a now a reporting process in place <br />for staff to notify the Police Department on weekly basis of activities <br />happening at each of our buildings. <br />3.) Change in policy which would result in renters losing their deposit if <br />the Police Department has to be called during an event. <br />4. ) H a v e 0 U r b u i I din g per m its inS pan ish. <br />5.) Develop a pre-checklist for our facility staff to review with the renters <br />before their event. <br /> <br />Director Centeno reviewed a spreadsheet with the Commissioners which <br />reviewed how surrounding cities handle their facility rentals in comparison <br />with Redwood City. She confirmed that we are consistent with other cities <br />regarding our rental policies and guidelines. <br /> <br />
