Mrs. Travers had the <br />following comments about Stafford Park: extra chairs/tables should not be <br />allowed; coals were being dumped in the park; turf is ruined because of the <br />large crowds; parking is an issue because of the crowds; felt that the number <br />of people at Stafford will increase if portable BBQs were allowed; believes the <br />enforcement at Stafford Park is the responsibility of the Park and Recreation <br />Department, not the Police Department. <br /> <br />The Commission advised Mrs. Travers that City Council recently approved the <br />new park reservation system which will begin in September. Director <br />Centeno noted the new reservation policy would allow staff to encourage <br />. people to use other parks when making reservations. Chairperson Yapp <br />noted the Commission will take action on this matter at their July meeting. <br /> <br />ITEM 2 - REQUEST TO REVOKE STANFORD ROWING AND PADDLING <br />PERMIT <br /> <br />Superintendent Hover reviewed the history of the revocable permit issued in <br />April 2002 to the Stanford Rowing and Paddling group for use of Portside <br />Park in Redwood Shores and the installation of an enclosure at the site. <br />Superintendent Hover announced staff received a letter dated May 5, 2004 <br />from the Redwood Shores Architectural Design Board requesting that the <br />permit issued to the Stanford Rowing and Paddling group be revoked for <br />several reasons including impact on the neighborhood. The Architectural <br />Design Board had originally given their support of the permit in 2002. <br /> <br />Superintendent Hover presented a staff report to the Commission and <br />reviewed two options recommended regarding the revocable permit: 1.) To <br />recommend to the City Council to revoke the Permit for Encroachment and <br />Use of a portion of Portside Park to Stanford Rowing and Paddling; or 2.) To <br />direct the representative of Stanford Rowing and Paddling to return to the <br />Redwood Shores organizations and provide their written support for the <br />continuance of the enclosure to the Commission within a 90 day period. <br /> <br />Public Input <br />Donna Zacamy of the Redwood Shores Architectural Design Board spoke <br />about the history of use of the lagoons; the original request from Stanford <br />Rowing and Paddling in 2002 to use the lagoons and install a boat enclosure <br />and fence at Portside Park; their approval of the original request with <br />particular stipulations; observation that the team was using lagoon on daily <br />basis for practices; discussion with Craig Amerkhanian of Stanford Athletic <br />Department regarding removing boats from enclosure because his rowing <br />group was no longer using site; informatio.n received from Stanford <br />University regarding Stanford Rowing and Paddling; believes Stanford should <br />provide their own rowing site; no community outreach provided by group; <br />usage and management of the enclosure has changed from what was <br />originally presented to the Board. <br /> <br />
