<br />¡ <br /> <br /> <br />. <br /> <br />Park and Recreation Commission <br />Minutes of June 23, 2004 <br /> <br />Page 3 <br /> <br />Laverne Atherly of the Redwood Shores Architectural Design Board spoke <br />about the permit and use of the lagoons. <br /> <br />Gina Sanchez of the Stanford Canoeing and Kayak Team stated the use of <br />the lagoon has been the same since before the enclosure was installed in <br />2002; the number of students on team has remained about the same (17); <br />the number of boats located at the site are used for different levels of team <br />members and are never on the lagoon at the same time; all members come <br />to practice at different times during day; a total of 6 students have moved to <br />business area of lagoon near Hotel Sofitel to practice in response to requests <br />from neighbors; students spend at most 10 minutes in front of a house on <br />the lagoon; has spoken to Stanford University's Risk Management <br />Department and confirmed that her group is covered by Stanford's insurance <br />.umbrella; says that residents around park are supportive of program; <br />paddling clinics have been held for the community; and feels that her group <br />is quiet and respectful of the neighbors. <br /> <br />Ivan Tzvetanov, Captain of Stanford Paddling Team spoke in support of the <br />program, willing to work with the community and felt the team is on friendly <br />terms with the neighbors. <br /> <br />Joey Greenwell, Associated Director of Student Activities at Stanford <br />University confirmed that the Stanford Canoe and Kayak Team is an <br />approved Stanford student organization and is covered by Stanford's <br />insurance umbrella. <br /> <br />Tom Davenport of 455 Starboard Drive spoke about how the enclosure at <br />Portside Park has stopped problems at the site such as vandalism and drug <br />use; felt the park should be open to everyone and there should not be any <br />restriction to use the waterways; felt that Stanford has improved its outreach <br />to the community by offering free paddling classes. <br /> <br />Beth Beach of 20 Admiralty Place spoke about being a recreational rower and <br />almost getting hit by Stanford rowers; did research on the Internet and <br />stated there were inconsistencies between what was listed on the group's <br />website and what appeared in a June 17 letter from Gina Sanchez. She said <br />the group never published its schedule in the Pilot; there was no community <br />outreach; there was a change of circumstances in what the original permit <br />was issued for and what was now being done at the site and on the lagoon; <br />felt there was misrepresentation because kayak sprint racing is now being <br />held on the lagoons; felt that the use of the lagoons by local groups degrades <br />the stability of the slope of the lagoon. <br /> <br />Dick Nelson of 754 Newport Circle spoke about living close to Portside Park; <br />felt the entire area looks terrible and that the permit is no longer necessary. <br /> <br />Pat Dixon of 16 Admiralty Place spoke about her dock being ruined by boats <br />from a regatta; felt the water is a magnifier of sound and that sound travels <br /> <br />
