He gave the history of Stafford Park Interim Rules <br />which were implemented by the Commission in July 2000 and were again <br />reviewed by the Commission in October 2002. Since that time, three new <br />BBQs have been installed at Stafford Park as well as a 50 person limit on all <br />use permits for the park. <br /> <br />Superintendent Hover reported that Police Chief Carlos Bolanos and his staff <br />spoke at the Commission's June meeting regarding the problems they were <br />having enforcing the "no BBQ" regulation at Stafford Park. The new Picnic <br />Reservation Policy was recently approved by City Council and will go into <br />effect in September. Superintendent Hover felt that the Commission should <br />form a sub-committee to review and re-evaluate all park rules and <br />ordinances in order to have consistent rules at all of our parks. <br /> <br />Commissioner Joseph felt there is a unique situation at Stafford Park, would <br />like to have a sub-committee to review the rules, and that we need to see <br />how the reservation policy is working. <br /> <br />Commissioner Swope felt that a sub-committee should be formed to have <br />uniform rules at all our parks. <br /> <br />M/S Swope/ : To have the Commission form a sub- <br />committee to review the City's o,rdinances concerning park rules. <br />Motion was withdrawn by maker. <br /> <br />Vice Chairperson Morton invited the audience to speak on this topic. <br /> <br />Elizabeth Travers, 27 Lowell Street said she received a copy of the staff <br />report for this meeting but that none of her neighbors received a copy. She <br />read a letter concerning ongoing problems at Stafford Park and stated she <br />will return to City Council if the Commission decides to remove the interim <br />rules at Stafford. She also read a letter from Mr. and Mrs. Craig Smith of 58 <br />Lowell Street who were unable to attend this evening's meeting. Their letter <br />expressed concerns about removing these interim rules and felt it would <br />adversely affect the neighborhood. <br /> <br />Dick Clark, 27 Lowell Street spoke in support of Mrs. Travers's statements. <br /> <br />Griff Coleman, 58 King Street spoke about living across from Stafford Park <br />for 18 years and felt the renovation of the park has dramatically changed the <br />neighborhood. He expressed concerns about .problems regarding park usage <br />and would like to see these problems addressed. <br /> <br />Jane Beule, 58 King Street spoke about park patrons blocking their driveway; <br />loud sound systems used in the park; 1,000 people in the park for Summer <br />Concerts; high density per square foot at Stafford Park in comparison to Red <br />Morton Park. She suggested stricter rules and not allowing sound systems in <br />- the park. Ms. Beule spoke about several incidents which have occurred in <br /> <br />
