'i

,

r

. \

Park and Recreation Commission
Minutes of July 28, 2004

Page 3

the park very early in the morning and late at night which disturb the
neighbors. She felt that neighbors should be involved on the Commission's
task force and said she would like to help.

The Commissioners encouraged the neighbors to call the Police whenever
there is an issue in the park so it can be corrected. Commissioner Joseph felt
that all neighbors should be notified any time Stafford Park is on the
Commission's agenda. Vice Chairperson Morton also pointed out that the
Commission's agenda is available to the public on the City's website.
Director Centeno pointed out that the new Picnic Reservation Policy and the
Stafford Park Rules are in conflict. Under the current guidelines, park users
would have to apply for two permits. She asked the Commission for
direction and to decide if they would want the Picnic Reservation Policy to
supercede the Stafford Park Rules.

M/S Swope/Joseph: To establish a sub-committee to review park
ordinances and Stafford Park Rules to develop a plan a action to
move forward and to include the neighborhood.
Motion passed unanimously.

The sub-committee will consist of Vice Chairperson Morton (chair),
Commissioners Joseph and White. They agreed to meet and report back at
the August meeting.

M/S Slusser /Truscelli: That while the sub-committee continues to
meet, the Picnic Reservation System will take precedent.
Motion passed. ' '

ITEM 2 - STRATEGIC PLAN

Director Centeno reviewed an "Objectives List" with the Commissioners and
asked who the Commission would like to share their Strategic Plan
document. Commissioner Swope felt the Commission should present the
Strategic Plan to City Council and the Planning Commission, who can.
incorporate it into the City's General Plan.' She also felt the Plan should go
back to all the groups who participated in its development. Former
Commissioner Davis suggested sharing the Strategic Plan with the City
Council to have it reflected in their Priority Session which is held in mid-
January.

The Commissioners suggested establishing a sub-committee to develop a
timeline and presentation ideas. Chairperson Yapp and Commissioner Swope
will be on the sub-committee and will report back at the August meeting.
Commissioner Joseph thanked staff for their work on the Strategic Plan.

'.'
. ..'. .. ~
. ..;.~
;°,.'
'.
