<br />l <br /> <br />~ <br /> <br />Park and Recreation Commission <br />Minutes of August 25, 2004 <br /> <br />Page 2 <br /> <br />had indicated that the enclosure was not impacted by the moratorium. Staff <br />agreed to get Ms. Beach a written response regarding this issue. Lastly, Director <br />Centeno explained how she was doing research as to how these guidelines <br />could best be implemented within the City system. The Director noted that any <br />suggested implementation would come to the Commission and then to the City <br />Cou ncil. <br /> <br />CURRENT BUSINESS <br /> <br />ITEM 1 - Interim Rules at Stafford Park - Report from Subcommittee <br /> <br />Commissioner White distributed copies of a written report, a copy of which is <br />attached to these minutes. The subcommittee was charged with a review of park <br />ordinances and Stafford Park Rules, to develop a plan of action to move forward, <br />and to include the neighborhood; and that while the subcommittee continues to <br />meet, the picnic reservation system will take precedence. The recommended <br />action was to hold two community meetings, one for the Stafford Park <br />Neighborhood dealing with issues and the interim rules and one for the broader <br />community dealing with issues at any of the City Parks and bring back <br />recommendation for changes at an October or November Commission meeting. <br /> <br />Commissioner Swope commented that she was unclear how useful it would be to <br />go to the Stafford Park neighborhood without a recommended new set of rules, <br />so that if we are asking for consensus to remove the interim rules it would be <br />clear what new rules will be imposed. Commissioner Slusser expressed his <br />support for Commissioner Swope's comments noting that he would like the <br />subcommittee to take a closer look at the process for dealing with this issue. <br /> <br />Commissioner Swope appreciated the work of the subcommittee and hoped they <br />would come back with a proposal based on this discussion. Director Centeno <br />confirmed that the subcommittee was being asked to look at all park rules, get <br />community input for changes and leave any proposed changes to Stafford rules <br />until that review is accomplished with the exception of the picnic reservation <br />system having precedence over the Stafford large group policy. <br /> <br />Commissioner Morton arrived at 8: 15 p.m. <br /> <br />Director Centeno indicated that staff would be happy to provide the <br />subcommittee with information on the hot issues in the parks and is ready to <br />provide support. <br /> <br />ITEM 2 - Strategic Plan - Report from Subcommittee <br /> <br />Susan Swope presented the written report (attached), which recommended that <br />the Executive Summary be sent to all groups, which provided input with an offer <br />to make a presentation and an additional group of stakeholders.
