<br /> <br />1 <br /> <br />Park and Recreation Commission <br />Minutes of September 22, 2004 <br /> <br />Page 2 <br /> <br />. <br /> <br />ITEM 2 - RECOMMENDATION ON USE PERMIT FOR STANFORD <br />ROWING 8t PADDLING <br /> <br />Chairperson Yapp reviewed the action the Commission took at its June 23, <br />2004 meeting concerning the use permit for Stanford Rowing & Paddling and <br />read the motion the Commission made at that meeting. He stated the <br />Commission would be voting on a recommendation based on the June 23 <br />motion. Chairperson Yapp announced the Commission would listen to all <br />public comment, followed by Commission discussion. <br /> <br />Director Centeno summarized the correspondence received since the last <br />meeting: a letter from Redwood Shores Community Association (RSCA) not <br />offering support to Stanford Rowing & Paddling; a letter from the <br />Architectural Design Board also not offering support; and a document from <br />Beth Bea ch . <br /> <br />Four Stanford University students, also members of Stanford Rowing & <br />Paddling, spoke in support of the organization. They showed a brief video of <br />water activities by Stanford Rowing & Paddling on the Redwood Shores <br />lagoon showing 5 to 6 people on the water. The four speakers discussed: <br />their membership list shows 30 members but not all 30 are on water at one <br />time; minimal noise/sound created by the group and they saw no apparent <br />impact to community; have had positive experienc"e with community for past <br />three years; received letters of support from community who felt that the <br />boat enclosure deters negative activity (graffiti, drugs); lots of boats in <br />enclosure but this is not an indication of how many people are on the water; <br />and club wants to develop stronger relationship with community. A letter of <br />support from the Redwood Shores Owners Association (RSOA) was provided <br />to Chairperson Yapp. <br /> <br />Tom Davenport of Starboard Drive felt the boat enclosure was a positive <br />good in the neighborhood. . <br /> <br />Beth Beach asked the Commission if they had any questions regarding the <br />packet of information she had provided to them. <br /> <br />John Hawkins, a two year resident of Redwood Shores, said he likes to row <br />and have access to the water. He is also a member of the Redwood Shores <br />Rowing & Paddling Club. He felt that many people do not have access to the <br />water and requested that the Commission not restrict that access. Mr. <br />Hawkins expressed his support for the continuation of the permit to Stanford <br />Rowing & Paddling. <br /> <br />Superintendent Hover confirmed that the revocable permit to be considered <br />this evening was strictly regarding the enclosure, nothing else. Gina Sanchez <br />stated that Stanford Rowing & Paddling could share their area with the <br />Redwood Shores Rowing & Paddling Club. <br />
