<br />SECTION 13. <br /> <br />Notices. <br /> <br />Notices required to be given pursuant <br /> <br />to the provisions of this ordinance shall be in writing, may be <br /> <br />combined with water service bills or other written communications, <br /> <br />and shall be delivered personally, or by posting with the United <br /> <br />States Mail Service, first class postage prepaid, and addressed <br /> <br />to the last known address of the user to whom given, or to the <br /> <br />owner of the premises to which the water service of such user <br /> <br />pertains, shown on the last equalized assessment roll of the <br /> <br />County Assessor, County of San Mateo. <br /> <br />SECTION 14. <br /> <br />Implementation. <br /> <br />The Director is hereby authorized <br /> <br />and empowered to delegate his authority hereunder to such deputies, <br /> <br />officers, employees, or agents of the City as he shall designate, <br /> <br />and to establish such rules, regulations, and procedures, and to <br /> <br />prepare or furnish such forms, as he deems necessary or appropriate <br /> <br />to carry out the provisions of this ordinance. <br /> <br />Interpretation. <br /> <br />In the event any provision of <br /> <br />SECTION 15. <br /> <br />this ordinance conflicts with any provision of any other ordinance, <br /> <br />any resolution, regulation, rule, order, or permit, the provisions <br /> <br />of this ordinance shall govern and control over the provisions <br /> <br />in conflict therewith. <br /> <br />SECTION 16. <br /> <br />Section, Subsection Headings. <br /> <br />Section and <br /> <br />subsection headings as used in this ordinance are for convenience <br /> <br />only, and shall not be deemed to amend, modify, or otherwise <br /> <br />affect the section or subsection headed thereby. <br /> <br />SECTION 17. <br /> <br />Severability. <br /> <br />If any provision of this ordinance <br /> <br />or any provision of any adjustment or exception granted pursuant <br /> <br />to the provisions of Section 6(b) hereof, or the application of <br /> <br />this ordinance to any person or circumstance is held invalid by the <br /> <br />judgment or decree of a Court of competent jurisdiction, such <br /> <br />invalidity shall not affect any other provision of this ordinance, <br /> <br />-11- <br />
