These comments will be <br />used to develop a vision for the General Plan which will then be presented to <br />the Planning Commission and C.ity Council in Summer 2005. Mr. Passanisi <br />encouraged the Commissioners to comment on the General Plan document <br />which is available on the City's website. <br /> <br />ITEM 2 - INFORMATION FROM STAFF ON BUDGET AND CIP <br /> <br />Director Centeno reported on the projected FY04-05 budget deficit which was <br />$3.3 million less than expected. Council will use 75% from reserves and <br />25% from expenditures to cover FY 05-06 deficit. She reported on the City <br />Council Budget Study Session held on February 5 and spoke about the <br />Council objectives, overarching guidelines and priorities. <br /> <br />Director Centeno explained that all non-safety City departments need to <br />present budgets with 2.5% and 5% cuts, and safety departments with 1 % <br />and 2.5°/0 budgets. Staff spoke about pote'ntial revenue increases and <br />budget cuts. <br /> <br />Superintendent Hover spoke about CIP funding and provided the <br />Commissioners with a spreadsheet of proposed projects for the next five <br />fiscal years. The Commissioners wanted to provide comments on the <br />proposed CIP projects and asked if this item could be placed on the March <br />agenda. <br /> <br />ITEM 3 - APPROVAL OF MOU FOR WINDMILL PROJECT <br /> <br />Superintendent Hover announced the staff report and approval of the MOU <br />with the San Mateo County Historical Association (SMCHA) will be on the <br />February 28 agenda of the City Council. He stated the City will retain <br />ownership of the windmill and the SMCHA will renovate the windmill. The <br />City will provide $30,000 in CIP funding and more than $2,000 collected in <br />donations to the SMCHA for the renovation project. <br /> <br />M/S Swope/White: To give the Commission's approval the MOU with <br />the San Mateo County Historical Association for the Windmill Project. <br />Motion passed. <br /> <br />ITEM 4 - UPDATE FROM PARK RULES SUB-COMMITTEE <br /> <br />Commissioner Joseph stated that she and Vice Chairperson Morton and <br />Commissioner White met to discuss updating the park rules. They agreed <br />that the next step was to meet with staff to obtain input, and prepare to <br />make a recommendation to the Commission at their March meeting. <br /> <br />
