<br />. <br />( <br /> <br />Park and Recreation Commission <br />Minutes of April 27, 2005 <br /> <br />Page 2 <br /> <br />I <br /> <br />Manager Griffith and Supervisor Utecht spoke about their award winning <br />Accessible Recreation Program (ARAP) which has seen an increase of 22% in <br />the last year in the number of participants. They also spoke about their <br />goals of developing a marketing plan; a fund raising and development plan; <br />and community building activities. <br /> <br />Supervisor Utecht spoke about the changing demographics of the elderly <br />population due to the baby boomer generation growing older. Manager <br />Griffith spoke about the 21st Century Senior Center model and mentioned <br />that our Senior Center has already made many changes and is closer to the <br />new Senior Center model than most cities. She noted that our programs will <br />need to change based on these changing demographics and that our facilities <br />also need to change and become more multi-generational. <br /> <br />ITEM 2 - REPORT FROM PARK RULES SUB-COMMITTEE <br /> <br />Vice Chairperson Morton announced the he, Commissioners Joseph and <br />White, Superintendents Hover and Beth, and Director Centeno met to discuss <br />revising the City ordinances pertaining to parks. Vice Chairperson Morton <br />reviewed a handout with suggested changes to the ordinances with the <br />Commission. It was suggested that all Commissioners review the handout <br />and come back to the May meeting to discuss further. The Commissioners <br />were asked to e-mail Superintendent Hover with any comments by May 18. <br />All comments will be incorporated into the handout which will be included in <br />the May packet. Director Centeno stated the proposed changes could be sent <br />to the City Attorney in Mayor June, and it could be presented to Council in <br />August or September. <br /> <br />Commissioner Swope suggested the Commission also review the ordinances <br />pertaining to the establishment of the Park and Recreation Commission. She <br />felt the ordinances should reflect our strategic plan. <br /> <br />ITEM 3 - 4TH OF JULY FLOAT <br /> <br />The Commissioners discussed having a 4th of July float, the history of the <br />Commission's participation in the 4th of July parade, and new fire regulations <br />for floats in the parade. Commissioner White volunteered to chair the 4th of <br />July Float Committee and Commissioner Swope volunteered to complete the <br />4th of July Parade float application for the Commission. Commissioner White <br />will gather information and bring back float ideas to the May meeting. <br /> <br />'.. <br /> <br />ITEM 4 - SUB-COMMITTEE REPORTS <br /> <br />-Park Development Ordinance <br />Superintendent Hover announced that he and Director Centeno met with <br />Sharon McNamee from MIG, Inc. to discuss the project. He distributed a <br />preliminary timeline for the ordinance and reviewed it with the <br /> <br />
