F

r

Park and Recreation Commission
Minutes of August 24, 2005

Page 2

ITEM 1 - ACTION ON RECOMMENDATIONS FOR COMMUNITY .
PARKLAND STANDARDS

Director Centeno stated that letters were sent to more than 90 developers in
an effort to explain the process the City was following to establish a parkland
standard for Redwood City and to invite them to this evening's meeting. She
announced that once the Commission approved a recommended community
parkland standard, it would go to Council for approval.

Sharon McNamee of MIG, Inc. spoke about how the recommendation for
community parkland standards was part of the park goals in the.
Commission's Strategic Plan. She explained the process of classifying the
parkland into mi.ni-parks, neighborhood parks, community parks, special use
areas, and school district outdoor recreation spaces. Ms. McNamee also
discussed how having an established park acreage standard for the City
would help guide future development and would insure community needs
were addressed. .

Superintendent Hover explained that Redwood City has 186.64 acres of
active community parkland. Using a population figure of 75,402 obtained
from the 2000 census data, Redwood City has 2.48 acres per 1,000
residents. Ms. McNamee confirmed that the State-wide average is 3 to 7
acres per 1,000. She noted that after the Council approves the community
parkland standard, the next step would be to perform a Nexus study.

Commissioner Swope felt that the 2.48 acre figure should be increased to 3.0
acres per 1,000 since Redwood City was below the average for the State, and
this would bring us to the bottom of the range. Superintendent Hover spoke
about the 2.48 figure being a defendable standard, and that depending on
the results of the Nexus Study, a new standard would be developed.

M/S Swope/Joseph: To approve the Parkland Facilities Inventory
and recommend that the City Council establish a Parkland Standard
of 3.0 acres per 1,000 population ratio for the City of Redwood City. .

The Commissioners discussed various reasons for using the 2.48 or 3.0 acre
figure and being able to explain the reasons why the Commission would
recommend the higher figure to the Council in their report.

Motion passed unanimously.

ITEM 2 - UPDATES

-Fleishman Park .
Superintendent Hover stated the second public meeting was held at the park
on August 6 and a priority list was developed by the park neighbors.
