REPORT <br /> <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Police Services Fee Schedule. <br /> <br />Recommendation <br />The City Council adopts, by resolution, the proposed modified fee schedule effective August 1, 2002. <br /> <br />Background <br />The police department's fee schedule requires adoption by the City Council. The current fee schedule <br />was adopted February 2002. At that time, Council expressed concern regarding the Police Chief's use <br />of discretion in determining whether or not to charge fees for certain supplemental police services. <br />The proposed fee schedule modification allows the Chief of Police discretion to provide supplemental <br />police services to non-profit organizations at no cost, or at ½ the rate charged to the general public. <br /> <br />The police department receives many requests to provide supplemental police services such as <br />security, and traffic control for various events throughout the year. Historically, the Police Chief has <br />used his discretion to determine if police resources may be allocated for these events. The Police <br />Chief bases his determination on the following criteria: the public interest need for a police presence <br />versus private security, the nature, and scope of the event, the needs of the department, and <br />departmental staffing levels. When police resources are allocated, this is done on either a fee for <br />service basis, per the department fee schedule, or at no cost to the event holder. When police <br />services are provided at no cost, this is usually done through the voluntary flexing of on-duty personnel <br />schedules, and/or the use of Reserve Officers and Cadets. However, sometimes overtime personnel <br />are utilized. <br /> <br />In recognition of the limited financial resources available to many non-l~rofit organ!zations, and the <br />need to balance the costs borne through the utilization of police resources, it is proposed that at the <br />discretion of the Police Chief, non-profit organizations may be charged no fee, or a rate of ~ that <br />charged to the general public. The current minimum hourly rates for a police officer, and police <br />sergeant are $80.72 and $101.18 respectively. The maximum rate charged for a police officer and <br />police sergeant are $98.10 and 122.96 respectively. <br /> <br /> <br />
