IREPORT To the Honorable Mayor and .C..Ity Council From the C~ty Manager July 15, 2002 Subject Amend CRW Agreement for Permitting System Recommendation By Motion, authorize a $14,000 amendment to the CRW Agreement for Professional Services. Background The City Council authorized the City Manager to execute the Agreement for Professional Services and Software License (CRW System) and approved the funding of the new permitting system on January 28, 2002. The Agreement has a limit of $194,500 which is the cost of the CRW basic services (see attachment). The authorized funding includes the cost of CRW basic services, hardware purchases, Interactive Voice Response and intemet capabilities, and additional CRW training and post implementation audit. In January, we selected CRW basic services, postponing a decision on additional administrator training ($6,000) and the post implementation audit/user training ($8,000). We did include the costs for these items .in the project funding. We have contacted CRW to arrange for the additional administrator training (two each from Engineering, Fire, Planning,-and Revenue Services) and desire to conduct the optional post implementation audit/follow-up user training within one year of the "go-live" date (July 1, 2002). Altemative Staff inquired about issuing separate Purchase Orders in the amount of $6,000 and $8,000 for the additional CRW services. This option is not recommended as the City Attorney has cautioned against a potential conflict with RC Code Section 2.73 (subdividing contracts to avoid requirements). The recommendation is the best solution. Fiscal Impact There is no fiscal impact.
