iREPORT To the Honorable Mayor and ,?.,ty Council <br /> <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Pumhase and Repair Sanitary Sewer System ITT Flygt Submersible Pumps <br /> <br />Recommendation <br />By motion, authorize the pumhase, replacement and/or repair of various sized ITT Flygt <br />Submersible sewage pumps to Pump Repair Service Company of Daly City, CA for <br />$119,156. <br /> <br />Background <br />This is the first year that the Public Works Services Department has solicited bids <br />exclusively for the replacement and / or repair of ITT Flygt Submersible pumps. Over the <br />years of the competitive bidding for pumps, the Public Works Services Department <br />standardized its fleet of pumps for the sanitary sewer system using ITT Flygt Submersible <br />pumps. These pumps have proven to be the most durable and reliable pumps for the <br />City's sanitary sewer system. A standardized system allows for a small, dedicated <br />inventory of parts for the pumps, rather than stocking parts for a variety of pump <br />manufacturers, and allows City maintenance crews to be familiar with the workings of the <br />specific and unique characteristics of these pumps. An annual bidding for ITT Flygt <br />submersible pump purchase, repair and replacement will allow us to focus solely on the <br />sanitary sewer system fleet of pumps, while maintaining a competitive bid process. <br /> <br />There are 31 sanitary sewer lift stations in the City's system, including the new Pacific <br />Shores lift stations 1 and 2, housing 63 ITT Flygt Submersible. Only two stations in the <br />sanitary sewer system, Lift Stations 1 and 3, the oldest in the system, are not equipped <br />with ITT Flygt Submersible pumps. Authorization for the repair/replacement of the older <br />pumps is covered under a blanket purchase for general utility system pump and flap gate <br />repairs, which is also before the City Council for approval. Public Works Services has <br />identified a list of the commonly purchased and/or repaired pumps that may be needed <br />during the new Fiscal Year. When a pump fails, staff cannot immediately determine <br />whether the pump needs complete replacement or repair. The pump first must be pulled <br />and dismantled, and a failure analysis completed by a technically qualified vendor who <br />than will make recommendations to staff. <br /> <br />Each vendor must submit individual prices for the purchase of a new pump and prices for <br />the repair of a pump. The cost of purchasing a replacement / new ITT Flygt submersible <br />varies from $ $3,395 for a 3.0 horsepower pump to $48,717 for a 148.0 horsepower pump. <br />The cost to rebuild an ITT Flygt submersible ranges from $1,211 for a 3.0 horsepower <br />pump to $5,828 for a 148.0 horsepower pump. The City Clerk advertised the Invitation to <br />Bid for one month and the bid was mailed to three vendors. The bids received were <br />opened by the City Clerk on Wednesday, May 22, 2002 and are considered valid bids. <br />The below listed bids reflect the total dollar amount of the maximum new purchases and / <br />or repairs projected in a single year, for the purpose of assessing competitive bids.
