ill vary and historically are less than the bid amount.

· Pump Repair Service Daly City, CA $119,156
· Shape, Inc. Pleasanton, CA $136,282
· Koffier Electrical Mechanical San Leandm, CA $181,318

The lowest responsible bidder, Pump Repair Service Company of Daly City, CA, is able to
provide the full scope of services for the City's ITT Flygt Submersible pumps.

Last year, the pumhase and repair of ITT Flygt Submersible pumps was included in the bid
package with storm, sewer and water utility pumps. The sum of the Utility Systems Pump
bid and the exclusive ITT Flygt Submersible pumps bid is $257,894, represents a 20%
increase over last year's bid.

FY 2001/2002 Total Utility Systems pump repair $214,300
FY 2002/2003 Total Combined Bid Packages $257,894
· Utility Systems pump repair $138,728 decrease of 35% from last year
· ITT Flygt Submersible Pump $119,156 first time exclusive bid
Sum $257,894

This year's utility system pump bid is 35% less than last year. However, the combination of
bids for this year is 20% more than last year's bid, resulting in 15% cost reduction for Fiscal
Year 2002/2003.

Alternative
1.. Direct staff to solicit individual bids on an as-needed basis. However, this could
place the City in a vulnerable position if one of these pumps fails. Repair and
reconditioning of pumps is critical and delay due to the time involved to solicit bids
puts the City at risk.

2. Direct staff to solicit additional bids from vendors representative of a broader
geographical area. However, proximity to the City is important to the ability of the
vendor to render timely repair and service to the pumps for the same crucial liability
issue identified in #1 above.

Fiscal Impact
Funds for the reconditioning and / or repair of the utility pumps are contained in the
pending Public Works Services Fiscal Year 2002 / 2003 operating budget.

Uadlyn Wf~larang ~// Peter Ingram ~) v Ed Everett' ~
Public Works Superintendent Director, Public Works Services City Manager qjv
