IREPORT To the Honorable Mayor and .C.,ity Council

From the City Manager

July 15, 2002

Subject
Utility System Pump and Flap Gate Repair

Recommendation
By motion, authorize the repair / reconditioning of various sized water, storm and sanitary
sewer pumps and storm pump station flap gates to Pump Repair Service Company of Daly
City, CA for $138,728.

Background
Redwood City currently has 128 water, sewer and storm pumps housed in 58 pump
stations throughout the City, including the three new storm and sewer stations in Pacific
Shores. Each pump is controlled and operated by either electric motor or by diesel engine,
with some pumps operating continuously while others operate on an as-needed basis.
These pumps require periodic maintenance, repair and / or replacement. Each year the
Public Works Services Department develops a list of the most commonly repaired or
reconditioned pumps that may be needed during the new Fiscal Year. When a pump fails,
staff cannot immediately determine whether the pump needs complete replacement or
repair. The pump first must be pulled and dismantled, and a failure analysis completed by
a technically qualified vendor, who then will make recommendations to staff. The bid also
contains provisions for the replacement and installation of flap gates at five storm pump
stations.

Staff required.vendors to submit individual prices for the repair / reconditioning of existing
pumps and replacement and installation of various sized storm flap gates. The cost of
reconditioning a utility pump varies from$5,670 to $8,240. The cost for the replacement
and installation of the storm pump station flap gates ranges from $2,902 to $6,105. The
below listed bids reflect the total dollar amount of maximum repairs anticipated for
assessing bids. Actual costs will be variable and historically are less than the bid amount.
The City Clerk advertised the bid invitation for one month and the bid was mailedto three
vendors. The one bid received was opened by the City Clerk on Wednesday, May 22,
2002 and is considered a valid bid.

· Pump Repair Service Daly City, CA $138,728
· Peninsula Pump & Equipment $o San Francisco, CA No Bid
· E & M Electdc Healdsburg, CA No Bid

Pump Repair Service Company is able to provide the full scope of services to the many
different types of sizes of pumps in our utility system. The Pump Repair Services bid
amount of $138,738 is a 35% decrease over last year's bid, primarily because the bid does
not include purchase of new pumps and does not cover most sanita .ry sewer lift station
pumps. Purchase of new pumps is not included in the bid. New pump pumhases in water
and storm made in prior years lessened the need for new purchases this fiscal year.
Secondarily, this year repair and replacement of ITT Flygt Submersible pumps for sanitary
