LREPORT To the Honorable Mayor and .C..,ty Council
From the City Manager

August 12, 2002

Subject
The purchase of a Ddving Under the Influence (DUI)/Occupant Protection Enforcement
Trailer through a Traffic Safety Grant from the State of California Office of Traffic Safety

Recommendation
Approve the purchase of a DUI/Occupant Safety Enforcement Trailer from MightyMovers
Trailers, Inc., with the cost to be reimbursed through a Traffic Safety Grant f.ro_rn the State
of California Office of Traffic Safety.

Background
The Redwood City Police Department has been awarded a Traffic Safety Grant from the
State of California Office of Traffic Safety in the amount of $81,934 for fiscal 2002-2003.
With the funds from the grant, the police department proposes the purchase of a
DUi/Occupant Protection Enforcement Trailer to enable the department to conduct
DUI/Occupant Protection checkpoints safely, effectively, and efficiently several times per
year.

The Redwood City Police Department has a "Zero Tolerance" approach to both driving
under the influence of alcohol and drugs and occupant restraint violations. One of the
goals of the police department is to reduce the number and severity of injury traffic
collisions that occur within the city. Aggressive enforcement of these violations will directly
impact the safety of all drivers, pedestrians, and the community.

A DUI/Occupant Protection Enforcement Trailer would allow the police department to
consolidate equipment, deploy more efficiently, and conduct checkpoints more often. The
checkpoints provide a high profile method for conveying the police department's message
of intolerance for drunk driving and unrestrained drivers and passengers as Well as being
an effective enforcement tool.

The police department evaluated the requirements for the DUI/Occupant Protection
Enforcement Trailer and received bids from the following manufacturers:

MightyMovers Trailers, Inc. Complete DUI trailer $19,715.00
Universal Trailers, Inc. Complete DUI trailer $20,875.00
Action Trailer Sales, Inc. Built-to-order trailer $21,698.00
