-EPO R T ,o,,. <br /> <br /> From the City Manager <br /> <br />July 15, 2002 <br /> <br />Subject <br />Annual Charges to Fund the FY 2002/03 Countywide National Pollution Discharge <br />Elimination System (NPDES) General Program, Stormwater Management Plan; <br />Supplemental Resolutions/Indemnification Agreement. <br /> <br />Recommendation <br />By separate resolutions: <br />1. Repeal Resolution No. 14449 and request that the San Mateo County Flood Control <br /> District (the "District") impose those annual charges necessary to fund the Countywide <br /> NPDES General Program. <br />2. Request that the District impose those additional annual charges necessary to fund <br /> the Countywide NPDES General Progrem. <br /> <br />By motion, approve the following: <br />3. An Agreement Regarding Fees for Funding the NPDES Program for San Mateo <br /> County. <br /> <br />Background <br />On June 10, 2002, the City Council adopted Resolution No. 14449 authorizing the San <br />Mateo County Board of Supervisors, acting as the governing board of the District, to <br />impose charges on certain parcels of real property in Redwood City necessary to fund the <br />Countywide NPDES general program. <br /> <br />As was presented to Council on June 10th, for Fiscal Year 2002~03 the annual NPDES <br />program cost for Redwood City is $130,645. During Fiscal Year 2001/02 the costs of the <br />countywide program increased by $551,549. The City's share of the additional costs is <br />$54,213 over the City's base contribution of $76,432. The increase was necessary to <br />achieve compliance with more stringent regulatory requirements imposed by the Regional <br />Water Quality Control Board (RWQCB). The areas of the countywide program that were <br />strengthened include but are not limited to: <br /> <br />(1) Public education and outreach; <br />(2) Training and workshop participation for public employees; <br />(3) Preparation and implementation of a pesticide use reduction work plan; <br />(4) Testing and evaluation of water quality; and <br />(5) Monitoring and evaluation of Stormwater Management Program effectiveness. <br /> <br />Subsequent to the adoption of Resolution No. 14449, the County requested that co- <br />permittees such as Redwood City adopt two resolutions, instead of one, requesting that the <br />District impose those charges necessary to fund the Countywide NPDES General Program. <br />The first resolution would impose the current annual charges and the second resolution <br />would impose those additional charges described above. The County made this request in <br /> <br /> <br />
