<br />Rt-/ <br /> <br />Planning Division <br /> <br />Memo <br /> <br />From: <br /> <br />Mayor Ira and Members of the City Council <br />Rosanne Foust, Chair of the General Plan Update.ßtJbcommittee <br />October 4, 2005 ~ <br /> <br />To: <br /> <br />Date: <br />Re: <br /> <br />General Plan Subcommittee Process <br /> <br />Purpose <br />The purpose of this memo is to review the expanded role of the General Plan <br />Subcommittee and discuss the appropriate process to update the City Council of the <br />Subcommittee's progress. <br /> <br />Background <br />The City Council created the General Plan Subcommittee in order to provide <br />comments, develop themes, and prepare a vision for the General Plan. It also <br />directed the Subcommittee to develop a community process for public review of the <br />document. Councilmember Foust presented some principles and an abbreviated <br />vision in a report to the City Council on June 13. The City Council generally adopted <br />and approved the principles with some minor comments. Since its inception, the <br />subcommittee has met five times (on May 12, July 19, August 25, and September <br />27). The Subcommittee is made up of Council Members Foust (Chair), Howard, and <br />Pierce; and Planning Commission Members: Paulson, Seybert, and Cronin. <br /> <br />Role of Subcommittee <br />Although the General Plan principles are now complete, staff expressed an interest <br />in continuing the Subcommittee for assistance on other aspects of the General Plan. <br />The underlying assumption is that the General Plan Subcommittee will play an <br />important role in many aspects of the General Plan update. It will provide important <br />feedback on the various elements and provide an opportunity for staff to present <br />ideas, concepts and issues. This feedback will help staff mold the General Plan into <br />a living document that will truly reflect the values of the community. The <br />Subcommittee did agree to this expanded role at its meeting on July 19. <br /> <br />The Subcommittee will also help facilitate discussion when the document is formally <br />presented before the full City Council and Planning Commission.
