Consider input from staff on what is working and what needs <br />improvement. <br />8) Recommend a fee schedule for processing private property tree pruning and <br />removal permits. <br />9) The Task Force agrees to help educate, inform and advocate for their <br />recommendations to the community if they are accepted by Council. <br /> <br />Structure & Selection: <br />1) A broad based community task force <br />2) 17-23 members <br />3) Members to include those opposed to current policies and those in favor of <br />current or increased City controls; residents from throughout all Redwood City <br />neighborhoods, business people, and others <br />4) Community members may apply on their own or be nominated by a Council <br />member <br />5) Utilize an application and nomination process (with selection criteria) similar <br />to that used in 2003 to establish the Recycled Water Task Force <br />6) Task Force members shall be appointed by Mayor and Vice Mayor (with <br />support from the facilitator) <br /> <br />Facilitator: <br />1) The Task Force should be professionally facilitated <br />2) The facilitator will be chosen by the Council (Cecil Reeves will be available at <br />the start of the new year). <br />3) The facilitator does not need to have any professional background in urban <br />forestry <br /> <br />Consultant: <br />1) The City will provide funding such that the Task Force can hire an urban <br />forestry consultant, who will serve as an expert resource to the Task Force <br />throughout its work. <br />2) The State of California Urban Forester has offered to assist Redwood City in <br />its review of practices and procedures: the Task Force should consider this <br />offer and utilize this resource in the course of their work. <br /> <br />Staff: <br /> <br />Upon request, City staff will - to the extent possible - provide data and <br />documents relevant to the purpose of the Task Force. <br /> <br />Recommendations: <br />1) There should be a consensus of at least 2/3 of the Task Force members to <br />provide a recommendation to Council unless the group sets a higher standard <br />2) If the Task Force cannot reach a consensus recommendation then the <br />Council will make the decisions. <br /> <br />2 of3 <br />
