<br />6.IT-~ <br /> <br />TTïé contract street tree maintenance services are essential to the City's on-going street <br />tree maintenance program. The City has a two person in-house tree crew and cannot <br />provide the necessary tree maintenance for the City's 18,000 street trees without additional <br />support. <br /> <br />The tree maintenance professional services budget has been reduced 35.7% from <br />$364,300 in FY 2002-2003 to $234,095 in FY 2004-2005, and funded at the same reduced <br />level for FY 2005-2006. The tree maintenance contract portion of this budget is <br />$218,595.00. The remaining $15,500 funding in this budget is for a contract tree inspector <br />used for Tree Preservation Ordinance (private property) permit inspections as needed. <br /> <br />Based on the budget reductions, the City's tree maintenance standards were reduced to <br />only: <br />. Removing street and park trees found to be dead, dying, or structurally unsound <br />. Minimum pruning of street and park trees - only removing: <br />- low limbs for clearance over sidewalks, streets, and structures <br />- dead branches greater than one-inch in diameter, and <br />- limbs found to be weak and prone to failure. <br />. We are no longer able to perform complete tree pruning for shaping or aesthetics. <br /> <br />The previous three years of contract maintenance from FY 2002-2003 through FY 2004- <br />2005 were performed through contract renewal options at the FY 2001-2002 contract <br />prices, based on the renewal clause in that contract agreement. The City was fortunate <br />that the contractor was able to continue performing the tree maintenance without a price <br />increase for four years. <br /> <br />The low bid received exceeds the City's adopted budget. The unit bid prices will allow staff <br />to fund a contract tree maintenance crew for most, not all, of the remaining fiscal year. <br />Staff has communicated the available budget with the Professional Tree Care Company <br />and will issue the purchase order and manage the unit quantities and expenditures to <br />perform the contract tree maintenance work within the not-to-exceed amount of <br />$218,595.00 through June 30, 2006, and within adopted budgets for each subsequent <br />year. <br /> <br />Alternatives <br />1) Do not award the contract <br />2) Re-bid the contract <br /> <br />Staff believes the City has received a valid bid with a viable contractor and recommends <br />awarding the contract to the lowest responsible bidder. <br /> <br />Fiscal Impact <br />Funds are available in the adopted FY 2005-2006 Street Tree Maintenance Budget. <br /> <br />The four subsequent fiscal year budgets will be utilized as adopted. <br /> <br />Gordon Mann <br />Public Works Superintendent <br /> <br />Peter Ingram <br />Public Works S rvices Director <br />Page 2 of 3 <br /> <br /> <br />[!JtJ <br /> <br />Ed Everett <br />City Manager <br /> <br />11~ <br /> <br />
