RfE.PORT

To the Honorable Mayor and City Council
From the City Manager

October 24, 2005

Subject
Disposal of Surplus Property

Recommendation
Approve a resolution declaring the property on the attached list surplus and approve
transfer of specified surplus items to the Police Activities League (PAL).

Background
The Public Works Services Department, in coordination with the Finance Department,
acts as the centralized collection and storage point for City personal property, either
worn out and/or surplus for various City departments.

Government Code Section 37351 and Section 3-% of the Charter of the City of
Redwood City as amended, permits the sale of any City personal property having an
appraised value of five thousand dollars or less without public notice or public bid for
any reasonable amount, irrespective of its appraised value. It also allows the City to
dispose of surplus property no longer required or needed for present, prospective
municipal or public purpose without sale.

The Police Activities League currently has two vans that are used for the transportation
of youths, staff and equipment to its activities. One of these vans has been experiencing
mechanical problems and needs to be replaced. The transfer of Item #1 - a 1998 Ford
Expedition - would enable PAL to continue to broaden its influence in the community.
The benefit of the Expedition to PAL and the youths of Redwood City would greatly
outweigh the $4,500.00 the City would gain if the van was auctioned.

If the Expedition is transferred, the Police Activities League would provide the funds to
maintain it.

Alternative
Not approve the transfer of this Expedition to the Police Activities League and direct
staff to auction off all the surplus property on the attached list.

Fiscal Impact
~~~~.evenue from this surplus property will be returned to the EqUiPm{ãce::t-
~ ~J 1/ . .û ~~
Lar arwacz Peter Ingram Ed E-Verett
Public Works Superintendent Public Works Se ices Director City Manager
Attachment: 1.
