<br /> <br />October 24, 2005 <br /> <br />Subject <br />Status Update of Stanford Outpatient Center/ Medical Clinics Project - Information only. <br /> <br />Project Description <br />Stanford Hospital and Clinics intends to remodel four existing commercial buildings located <br />at 420,430,440 and 450 Broadway (within the Midpoint Technology Park / Office R & D <br />campus) for an outpatient medical center and ancillary support purposes. Refer to Exhibit <br />A for a site plan and Exhibit B for a more complete project description. <br /> <br />Project History <br />Stanford initially submitted site concepts to planning staff in the Spring of 2005. At that <br />time staff expressed concern with the appropriateness of the medical use for the site. <br />However the site is located in the IR (Industrial Restricted) zoning district and the Zoning <br />Ordinance considers quasi-public uses (Le. a private non-profit... medical institution... <br />having the primary purpose of serving the local community, including, but not limited to, <br />private hospitals) a permitted use in the IR zoning district (Article 17.2.F). <br /> <br />Staff also expressed concern over the potential loss of property taxes (estimated at <br />approximately $276,000 per year1 and requested that Stanford prepare an economic <br />analysis (although this is not usually a requirement of the environmental analysis). <br />Stanford has recently submitted an Economic Analysis Study that staff is currently <br />reviewing. A copy is attached under separate cover. <br /> <br />Required Approvals <br />In 1996, an Environmental Impact Report was prepared for the Midpoint Technology Park <br />campus project. The Stanford project will require an update of this EIR in the form of either <br />a Mitigated Negative Declaration (MND) or an Environmental Impact Report (EIR). Staff <br />has hired an environmental consulting firm that is currently preparing an environmental <br />analysis to determine whether a MND or an EIR is necessary for the project. If it is <br />determined that a MND is required, then such a document will be completed in <br />approximately 2 - 3 months. If an EIR is required then that would be completed in <br />approximately 4 - 6 months. <br /> <br />Per Zoning Ordinance Article 46.10, the project will also require a Planned Development <br />(PD) Amendment since the Midpoint Technology Park campus was originally developed as <br />a Planned Development and the Stanford project is considered a change of land use; the <br />project will also involve alterations to the site and existing commercial buildings. <br /> <br />The Planning Commission will ultimately review and certify the environmental document <br /> <br />1 This includes the four addresses mentioned above for the Hospital/Clinic plus lands across the streets <br />that the University has or will purchase. <br />
