EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE SCHEDULE <br />Consultant shall serve as the City's chief labor relations advisor and spokesperson for <br />negotiations of successor memorandums of understanding with six (6) recognized <br />bargaining groups. Consultant's services shall include: <br />1. Consulting with the City Manager and Assistant City Manager on matters relating <br />to labor negotiations. This includes in-person meetings and other consultations with <br />staff as deemed necessary by the City Manager, including, but not limited to: <br />• Meeting with City staff prior to commencement of negotiations in order to best <br />understand the goals and objectives of the City in addressing the potential <br />bargaining issues, and to be made aware of the financial/political limitations <br />upon reaching those goals and objectives; <br />• Meeting with designated staff to assist in formulating the management proposals <br />for negotiations; <br />• Reviewing existing agreements and recommending updates or changes; <br />• Reviewing and analyzing all pertinent charter provisions, codes, ordinances, <br />rules and regulations, and existing memoranda of understanding, to verify their <br />impact upon the goals and objectives being pursued. <br />• Providing consultation and assistance with determining questions of scope of <br />bargaining and bargaining obligations. <br />2. Meeting and conferring in good faith for and on behalf of the City, as the <br />designated representative of City Council and the City Manager, with representatives of <br />recognized employee organizations of the City of Redwood City, including, but not <br />limited to: <br />• Drafting written proposals for negotiations; <br />• Performing necessary fact research for negotiations, or assisting City staff in the <br />performance of such research; <br />• Attending negotiation sessions as the City's lead negotiator; <br />• Providing progress reports, making recommendations, and receiving direction. <br />3. Assisting staff in reporting to the City Manager and City Council on the progress <br />of meeting and conferring in good faith with each of the recognized employee <br />organizations. Participating in closed sessions as needed to provide guidance to and <br />receive direction from Council. <br />4. If needed, representing the City at impasse proceedings, including preparation <br />and representation through the impasse process, assisting with preparation of press <br />releases, meeting with elected officials, and making those appearances provided for by <br />the City employee relations ordinance, as requested by the City. <br />REV: 01-30-18 MI Page 9 of 11 <br />ATTY/AGR.2018.015 /Liebert Cassidy Whitmore - Labor Relations <br />
