<br />ø-/ <br /> <br /> <br />November 14, 2005 <br /> <br />Subject <br />Ordinance Amendments to the Zoning Ordinance related to Stormwater Control; Reducing <br />Parking Requirements, and Establishing Creek Setback Requirements. <br /> <br />Recommendation <br />Introduce an Ordinance amending the Zoning Ordinance to implement Stormwater Control <br />programs, including but not limited to, reduction of parking rates for multi-family and mixed <br />use development in limited areas; establishing creek setbacks along protected <br />watercourses, and providing for grandfathered facilities in the Industrial Districts. <br /> <br />Background <br />The San Mateo Countywide Stormwater Pollution Prevention Program (STOPPP) <br />establishes a series of measures to minimize the discharge of pollutants into stormwater <br />runoff, thereby reducing the adverse impacts of pollutants on creeks and streams, as well <br />as lagoons, marshlands, and ultimately, San Francisco Bay and the Pacific Ocean. <br /> <br />Each municipality within San Mateo County (including Redwood City) is required to <br />implement the STOPPP performance standards in order to comply with the municipal <br />National Pollutant Discharge Elimination System (NPDES) Permit #CASO029921. This <br />permit was issued by the San Francisco Bay Regional Water Quality Control Board's <br />Order No. 99-059, and was most recently amended by Order No. R2-2003-0023 of the <br />State Water Resources Control Board, in accordance with the Federal Clean Water Act. <br /> <br />Policy and ordinance measures outlined in the Program include, but are not limited to: <br /> <br />. Reducing erosion and sedimentation in existing creeks, streams, lagoons, and <br />wetlands. <br />. Incorporating Best Management Practices (BMPs) and controls for new <br />development. <br />. Minimizing the amount of impervious surface. <br />. Modifying drainage design and watershed planning. <br />. Protecting and restoring sensitive areas, i.e., wetlands/riparian areas. <br />. Reducing the parking requirements for commercial, residential, and other mix-use <br />projects (except for the Downtown Business District, which is being addressed as <br />part of the Downtown Specific Plan now in review). <br /> <br />On August 9, 2004, the City Council adopted Chapter 27 A of the Municipal Code to proYide <br />basic requirements for stormwater treatment measures, and maintenance programs in <br />response to the State permit requirements, particularly related to provision C.3 outlining <br />New Development and Redevelopment Performance Standards. The C.3 Proyisions <br />required initial compliance measures to be implemented by July 1 , 2004, with subsequently <br />more stringent requirements (for development involving 10,000 square feet or more of <br />impervious surface area) to be implemented by August of 2006. <br /> <br />On October 15, 2004, the City submitted to the Regional Water Quality Control Board a <br />worksheet of potential program and ordinance actions to implement the C.3.
