<br />Should there be a significant impact such as neighborhood traffic, an <br />environmental impact report (EIR) is done which is a comprehensive, thorough <br />analysis of all the environmental impacts that could come from the project. The <br />EIR then goes to the Planning Commission for review and certification. The EIR or <br />the negative declaration is not a project approval, but rather information that helps <br />the City decide on the project that provides information. Upon completion of the <br />environmental analysis is a plan development permit that is required for the <br />project. Both those items are typically reviewed at a public hearing before the <br />Planning Commission. A Planning Commission decision could be appealed to the <br />City Council. Any concerns expressed at the community meeting could be written <br />to the Planning Department at City Hall. <br /> <br />Recommendation: <br />No action required. Post Office Paseo - Redevelopment Agency <br /> <br />Redevelopment Manager Moeller explained the project and the outlease <br />agreement. <br /> <br />Redevelopment Analyst alalia explained the design concept. <br /> <br />Council Members thanked staff for the NPDES component having been <br />incorporated into the project stressing its importance to city government; <br />expressed concern regarding the crosswalk; and encouraged seeking funding <br />sources related to transportation/safety enhancements. Staff was also <br />encouraged to ensure that maintenance with performance standards is a part of <br />the sublease. <br /> <br />Public Comment: <br />Nita Spangler stated that for 3 years when she worked at the Redwood City <br />Tribune, she would do business at the post office every day and when it was <br />dedicated, James A. Farley was present. She stated that there is history to the <br />building and it has the flavor of a little post office emphasizing that the mural <br />showing cabbages and the cement plant must be handled carefully. She <br />expressed her hope that the décor not be modified much in order to preserve it as <br />IS. <br /> <br />Recommendation: <br />MIS Bain/Howard to: <br />1.
