<br />C. General Plan Subcommittee Process <br /> <br />Council Member Foust, Chair of the General Plan Update Subcommittee, thanked <br />Mayor Ira, Vice Mayor Pierce and her Council colleagues for agreeing to the <br />subcommittee. She further thanked staff for their support throughout the process <br />and gave the background. She stated that the process thus far has been to review <br />the elements required under the State Law and optional Redwood City elements. <br />The request of the report is that Council accept the continued role of the <br />subcommittee to further the process. She stated the roles of the subcommittee <br />and staff and the proposed communication process to the Planning Commission <br />and City Council. She further stated that one of the components of the <br />communication process is new models of public outreach so that there is civic <br />engagement and community building with involvement from the other City boards, <br />committees and commissions. <br /> <br />Recommendation: <br />Review expanded role and discuss appropriate update process. Council Members <br />expressed support for the process and confidence that will be even more <br />successful. <br /> <br />D. Conceptual Proposal for a Community Task Force on Tree Preservation, <br />Street Trees, and Sidewalk Repair <br /> <br />Mayor Ira stated that there has been community concern related to policy <br />encompassing trees, sidewalk repair and overall preservation of the City's tree <br />forest. The recommendation is to form a task force as outlined in the <br />memorandum enclosed in the agenda packet. <br /> <br />Council expressed support and appreciation for bringing the concept forward at <br />this time. <br /> <br />Public Comment: <br />Nita Spangler stated that she likes trees, has several she has planted herself on <br />her property; however, she thinks there are too many trees in Redwood City. She <br />stated her belief that the present policy makes it very difficult to maintain the City's <br />current stock. She stated that it needs very educated leadership and that the plan <br />should have a provision for those who want to remove their tree from clogging rain <br />gutters. She further expressed her desire to serve on the task force. <br /> <br />Mary Brown stated that in May of 1995 she had a new and stronger roof put on <br />her home and in June she requested attention due to a tree in front of her house <br />dying. In December of 1995 she walked out and found that the tree had fallen on <br />her home that commenced with her husband taking care of the situation. Two <br />years ago they discovered a rotten tree and the City came and removed the tree, <br />left a mess, and took the wood away.
