by the City and that Redwood City has been very poor about taking care of the
trees.

Gerald Nagel stated that Mary Brown is correct and has photographs of the tree
situation. He explained the root cutting that has occurred and that now rather than
a root system on four sides, there is a root system on two sides and some of the
planting strips are only 3-4 feet wide. Before anything else is done, he asked that
the City make sure there are no more roots cut on the sidewalk side in order to
prevent the trees from falling over.

Recommendation:
Consideration to support the formation of a task force as outlined conceptually in
the memorandum dated October 19, 2005. Council commented and agreed that
the task force concept move forward; adding the revision to page 2,
recommendation no: 2 to read: "If the Task Force cannot reach a consensus
recommendation then the Council will make the decisions without such
recommendation" .

E. Parking Advisory Committee

City Manager Everett explained that while working with the parking facilities
agreement it became apparent that it is time to pull together the parking advisory
committee. At the same time, the developer expressed the same desire. The
committee will consider and advise on the downtown parking standards;
standards, criteria and findings needed for allowing variances and other
exceptions; and other issues as determined by the City. The agreement identifies
representation from various groups.

Mayor Ira stated that he is prepared to make appointments as long as Council
agrees.

Recommendation:
MIS BainlPierce to grant the Mayor the authority to appoint the Parking Advisory
Committee. The motion passed by a unanimous voice vote.
MINUTE ORDER 05-217

F. Council Member Howard - stated that there was a successful clean-up effort in
conjunction with the Pride & Beautification Committee and neighborhood
associations on Saturday, October 22 of several neighborhoods. She thanked City
staff for working with the committee and the co-chairs, SMC Credit Union, Norcal
Waste Systems and BFt. She stated that neighborhoods may call 780-7308 to
coordinate a clean-up date and that the committee meets the first Wednesday of
the month at 7:30 a.m. at City Hall, Conference Room 2B at which the public is
welcome.

JOINT CITY COUNCIL AND
REDEVELOPMENT AGENCY MEETING
MINUTES

OCTOBER 24, 2005
PAGE 13
