<br />7/(-1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From theCit Mana er <br /> <br />Noyember 14, 2005 <br /> <br />Subject <br />General Plan Amendment and Zoning Map Amendment for the nine (9) existing parcels <br />within a 1.49 acre project area (Wegman's Nursery) to change to Commercial - <br />Heavy/Mixed Use and General Commercial- Residential "CG-R", respectively. <br /> <br />Recommendation <br />That the City Council consider the Planning Commissions and staff recommendation to <br />amend the General Plan designation and Zoning Map for the 1 .49 acre project area based <br />on a review of the staff report, administrative record and public testimony find that: <br /> <br />1. <br /> <br />That the City Council introduce an Ordinance Amending Article 60, Zoning Map 8 of <br />Ordinance No. 1130 to Rezone Properties Generally Located at Woodside Road, <br />Hess Road and Lucerne Ayenue from General Commercial or Multi-Family Medium <br />Residential Districts to General Commercial-Residential District. <br /> <br />2. <br /> <br />That the City Council approve a Resolution Amending the General Plan Designation <br />of the Properties Generally located at Woodside Road, Hess Road and Lucerne <br />Avenue from Commercial-Neighborhood or Residential High Density to Commercial- <br />Mixed Use. <br /> <br />Background <br />Wegman's Nursery has been operating in Redwood City for over 40 years. The property <br />owners have expressed an interest in upgrading the site. Prior to making any physical <br />improvements to the site City staff has encouraged the property owners to address the <br />complex configuration of the site (i.e., multiple properties, different zoning and General <br />Plan designations). As a result, the property owners have brought forward the subject <br />application to establish a consistent General Plan designation and zoning for the entire <br />project site. If approved, this will allow the property owners to submit a Parcel Map to <br />merge several of the subject parcels (i.e. from 9 parcels down to 3 parcels). Once the <br />properties haye been consolidated the property owners will haye the opportunity to pursue <br />the physical improvements to the site as well as off-site improvements. <br /> <br />As required by the California Environmental Quality Act (CEQA), the City has prepared and <br />adopted an enyironmental assessment (Le. Mitigated Negatiye Declaration) to determine <br />what environmental impacts, if any, would be generated by the proposed project. <br /> <br />The Initial Study/Notice of Intent to Adopt a Negative Declaration was circulated for public <br />review for a period of 21 days (October 7,2003 through October 28,2003) via mail and <br />was posted on the City's Website October 17,2003. <br /> <br />1 <br />
