Ø/-Z

The Planning Commission reviewed and adopted the Mitigated Negative Declaration on
October 28, 2003. Following the Commissions action on the project a Notice of
Determination was filed with the San Mateo County Clerk in accordance with CEQA.

At the September 20, 2005 Planning Commission meeting the Planning Commission
unanimously recommended approval of the General Plan Amendment and Zoning Map
Amendment to the City Council.

Analysis

The current General Plan has two designations for the project site. The parcel fronting on
Woodside Road is designated "Commercial-Neighborhood" while the parcels fronting on
Hess Road and Lucerne Avenue are designated "Residential High Density". Presently the
commercial use (the existing garden nursery) extends onto the residentially designated
parcels; therefore, by amending the General Plan designation to "Commercial-Mixed Use"
both the existing commercial nursery use and the existing multi-family residential buildings
would be consistent with the land use designation.

The project site is also located within two Zoning Districts; the General Commercial "CG"
district and the Multi-Family Medium Density "R-4" district. Approval of the project would
result in the re-zoning of the entire project site to General Commercial-Residential "CG-
R", which would bring the entire property into conformance with both the General Plan
designation and the zoning.

Alternatives
1. Pursue a different General Plan designation and zoning configuration for the subject
property.

2. No project; maintain the existing General Plan and Zoning designations.

Fiscal Impact
None

Conclusion
The General Plan and Zoning Map amendments would bring the subject property into
conformance with the existing land use and deyelopment pattern. Additionally, with the
approval of the General Plan and Zoning Map amendments the property owners would
have the ability to pursue a Parcel Map, which would allow for the consolidation of parcels
and ultimately the reconfiguration and general upgrade to the existing property. Conditions
associated with the Parcel Map as well as the mitigation measures identified in the
Mitigated Negative Declaration would insure that the potential upgrades to the site would
benefit the local community and the City. 1

~,

Joel Patterson
ni Development Services Director

2
