<br />Ø/-Z <br /> <br />The Planning Commission reviewed and adopted the Mitigated Negative Declaration on <br />October 28, 2003. Following the Commissions action on the project a Notice of <br />Determination was filed with the San Mateo County Clerk in accordance with CEQA. <br /> <br />At the September 20, 2005 Planning Commission meeting the Planning Commission <br />unanimously recommended approval of the General Plan Amendment and Zoning Map <br />Amendment to the City Council. <br /> <br />Analysis <br /> <br />The current General Plan has two designations for the project site. The parcel fronting on <br />Woodside Road is designated "Commercial-Neighborhood" while the parcels fronting on <br />Hess Road and Lucerne Avenue are designated "Residential High Density". Presently the <br />commercial use (the existing garden nursery) extends onto the residentially designated <br />parcels; therefore, by amending the General Plan designation to "Commercial-Mixed Use" <br />both the existing commercial nursery use and the existing multi-family residential buildings <br />would be consistent with the land use designation. <br /> <br />The project site is also located within two Zoning Districts; the General Commercial "CG" <br />district and the Multi-Family Medium Density "R-4" district. Approval of the project would <br />result in the re-zoning of the entire project site to General Commercial-Residential "CG- <br />R", which would bring the entire property into conformance with both the General Plan <br />designation and the zoning. <br /> <br />Alternatives <br />1. Pursue a different General Plan designation and zoning configuration for the subject <br />property. <br /> <br />2. No project; maintain the existing General Plan and Zoning designations. <br /> <br />Fiscal Impact <br />None <br /> <br /> <br />Conclusion <br />The General Plan and Zoning Map amendments would bring the subject property into <br />conformance with the existing land use and deyelopment pattern. Additionally, with the <br />approval of the General Plan and Zoning Map amendments the property owners would <br />have the ability to pursue a Parcel Map, which would allow for the consolidation of parcels <br />and ultimately the reconfiguration and general upgrade to the existing property.
