NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. Evidentiary Basis: The Commission, having independently heard, <br />considered, and weighed all the evidence in the record, finds that the above recitals are <br />accurate and constitute findings in this matter and, together with the staff report and the <br />application materials, including without limitation the EIR and previously adopted <br />addenda, the Addendum for the Project, development plan, and all other documents, <br />reports, studies, memoranda, maps, oral and written testimony, and materials in the <br />City's file for the applications and the Project, and all adopted City planning documents <br />relating to the Project and the property including the City's General Plan, Municipal <br />Code, Zoning Ordinance, the Precise Plan, and other applicable City laws and <br />regulations, and all associated approved and certified environmental documents, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br />Section 2. Addendum to the Environmental Impact Report: The Planning <br />Commission finds that: <br />a. The Addendum to the Downtown Medical Campus Environmental Impact Report <br />was prepared in accordance with all legal requirements; and <br />b. The Planning Commission has reviewed the Addendum and other information in <br />the entire record and has considered the information, including the written and oral <br />comments received at the public hearing on the Project, prior to acting upon or <br />approving the Project. <br />c. Based on substantial evidence in the record, the proposed Project is within the <br />scope of the previously adopted Precise Plan and the certified EIR. The <br />mitigation measures and Statement of Overriding Considerations associated with <br />certification of the EIR address the environmental effects of the Project. <br />Accordingly, with the approval of this Project, all applicable mitigation measures <br />and the Statement of Overriding Considerations are hereby reconfirmed and <br />readopted. <br />d. As set forth in CEQA Guidelines sections 15162 (Subsequent EIRs and <br />Negative Declarations) and 15164 (Addendum to an EIR), the proposed Project <br />will not result in any new significant environmental effects, or a substantial <br />increase in the severity of any previously identified significant environmental <br />impacts, or require new mitigation measures beyond those identified in the EIR <br />and adopted upon approval of the Precise Plan. No new environmental <br />document is required. <br />e. Pursuant to Guidelines section 15091(e) (Findings), the documents and other <br />materials that constitute the record of proceedings upon which the Planning <br />Commission has based its decision are located in and may be obtained from the <br />Office of the City Clerk at 1017 Middlefield Road, Redwood City, California.
