6.1.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 26, 2018 <br />SUBJECT <br />Amendment No. 1 to Agreement for Professional Services with Bellecci & Associates for <br />the Middlefield Road Streetscape Project <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Professional Services Agreement with Bellecci & Associates in the amount of $258,378 <br />for a total contract of $628,590 for the Middlefield Road Streetscape Project <br />BACKGROUND <br />There has been a long-standing community interest in improving traffic safety and <br />moblity along the Middlefield Road corridor. About ten years ago, the City reconfigured <br />the roadway by adding crosswalks, bicycle lanes, and striped bulb -outs. The Middlefield <br />Road Streetscape project will build on the previous improvements, and is the next step <br />towards the goal of creating a more complete street consistent with the needs of the <br />adjoining community. The project will enhance the neighborhood by providing wider <br />sidewalks, pedestrain lighting, street trees, separated bikways, and "green -street" <br />bioretention planters on Middlefield Road between Main Street and Woodside Road. <br />The project has been planned to complement the improvements currently underway at <br />the Middlefield Road/Woodside Road intersection; together, the improvements will <br />provide a continuous pedestrian connection between the neighborhoods, businesses, <br />and schools along Middlefield Road. <br />On July 27, 2015, Council authorized the City Manger to execute an Agreement with <br />Bellecci & Associates for engineering services in the amount of $370,212 for the <br />Middlefield Road (Bicycle and Pedestrian) Streetscape Project. <br />ANALYSIS <br />The Consultant is continuing to prepare the construction documents (plans, <br />specifications, and estimates) for bidding, consistent with the original scope of services <br />outlined in the contract. As the project evolves, and based on feedback from the <br />community, we believe that a Class IV (separated/protected) bikeway on Middlefield <br />Road would best meet the objective of improving bicycle and pedestrian safety and <br />mobility through the corridor. The refinements require additional design work. <br />
