6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 26, 2018 <br />SUBJECT <br />Redwood Shores Lagoon Aquatic Vegetation Management Services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />General Services Agreement with Waterworks Industries Incorporated for aquatic <br />vegetation management services from April 1, 2017 to September 7, 2017 in an amount <br />not to exceed $233,502.50 for a total not to exceed contract price of $622,202.50 <br />BACKGROUND <br />Public Works Services Department (PWS) monitors and maintains water quality in the <br />Redwood Shores Lagoon. The maintenance of the water quality includes removing <br />aquatic vegetation and controlling algae. The City has been utilizing a contractor to <br />perform these tasks. In a typical year, the work starts at the beginning of April and ends <br />in early September. <br />ANALYSIS <br />To control algae in the Lagoon, a copper -based algaecide has been used under a <br />permit from the Regional Water Quality Control Board (RWQCB). The City has been in <br />contract with Waterworks Industries for aquatic vegetation management since 2004 until <br />the last agreement ended in 2014. In the process of issuing a new Request for Proposal <br />(RFP), for the Lagoon maintenance, PWS Staff was advised by the City Attorney's <br />Office to perform a CEQA Mitigated Negative Declaration (MND) process in order to <br />receive a regulatory exception to continue use of copper -based algaecide. The MND <br />process took over twenty-six months and the City received an exception determination <br />on March 24, 2017. During that time, PWS continued to use Waterworks Industrial for <br />aquatic vegetation management on an as needed basis and paid them as services were <br />received. <br />The same month the City received the regulatory exception determination from the <br />RWQCB, staff issued an RFP for Redwood Shores Lagoon Aquatic Vegetation <br />Management and Waterworks Industries was again determined as the lowest <br />responsible bidder among the three bids that were received.
