6.1.E. - Page 2 <br />Council authorized the City Manager to sign the agreement with Waterworks Industries. <br />The agreement between the City and Waterworks Industries was signed on September <br />7, 2017 for a two-year term with amount not to exceed $388,700. A purchase order was <br />issued after signing of the agreement. <br />However, between April and September 2017, at different times, the City used <br />Waterworks for Lagoon maintenance and the total of all the invoices amounted to <br />$233,502.50. Although the individual invoices were below $60,000, the total of all the <br />work performed during this period exceeded $60,000. The City's Purchasing Ordinance <br />requires purchase of services that exceed $60,000 to go through a formal bidding <br />process and subsequent City Council approval. The vegetation management on the <br />other hand had to be performed as needed in a timely fashion to maintain the water <br />quality standards as per the Water Board requirements. Staff believes that the City did <br />receive competitive rates for work done as Waterworks charged the City rates <br />established per the City's last agreement in 2009. Staff is requesting that the City <br />Council approve an amendment to the current contract, the September 7, 2017 General <br />Services Agreement, to cover services performed between April and September 2017. <br />ALTERNATIVES <br />The purpose of this report is to authorize payment for work completed while an <br />extended environmental assessment and request for proposals process was completed. <br />No other alternatives are available. <br />FISCAL IMPACT <br />Fund for this expenditure is available in Fund 261, GID 1-64 Maintenance and <br />Operation. <br />ENVIRONMENTAL REVIEW <br />This activity is permitted under Redwood City's Aquatic Pesticide National Pollutant <br />Discharge Elimination System (NPDES) permit.
