6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />February 26, 2018 <br />SUBJECT <br />First Reading (Reintroduction) of Zoning Ordinance Amendments and Second Reading <br />(Adoption) of City Code Amendments, Both Regarding Short Term Rental Regulations <br />RECOMMENDATION <br />Waive the Second Reading and Adopt the City Code Amendments, and Waive the First <br />Reading and Reintroduce the Zoning Ordinance Amendments <br />BACKGROUND <br />On January 8, 2018, the City Council introduced and approved amending the City Code <br />and Zoning Ordinance. <br />ANALYSIS <br />On January 8, 2018 the City Council waived the first reading and introduced two <br />ordinances regarding short-term rentals. The January 8, 2018 staff report is attached to <br />this report and contains additional background and analysis. The subject ordinances <br />(Attachments 1 and 2) make changes to the Transient Occupancy Tax (TOT) Ordinance <br />and add a new section to the Zoning Ordinance regulating Short Term Rentals. <br />The City Council also requested that staff bring back language that could limit the <br />number of listings allowed at any one time in a residence. Staff is proposing a limitation <br />of two listings at any one time. This will help reduce potential parking and noise impacts <br />to nearby neighbors and support the residential character of the neighborhood. This <br />language is included in the attached ordinance. Because the Zoning Ordinance includes <br />new language as described above, staff is recommending that this ordinance be <br />reintroduced at this time. The amendments to the City Code, which remain unchanged <br />from the January 8 meeting, are being recommended for adoption. <br />If adopted, these ordinances will be effective 30 days from this action. The zoning <br />ordinance contains a year-long amnesty period to allow time for staff to develop a <br />registration process and for property owners to bring their properties into compliance. <br />ALTERNATIVES <br />The City Council may consider the following alternatives, <br />
