Recommendation:
Review expanded role and discuss appropriate update process. Council Members
expressed support for the process and confidence that will be even more
successful. (601)
D. Conceptual Proposal for a Community Task Force on Tree Preservation,
Street Trees, and Sidewalk Repair
Mayor Ira stated that there has been community concern related to policy
encompassing trees, sidewalk repair and overall preservation of the City's tree
forest. The recommendation is to form a task force as outlined in the
memorandum enclosed in the agenda packet.
Council expressed support and appreciation for bringing the concept forward at
this time.
Public Comment:
Nita Spangler stated that she likes trees, has several she has planted herself on
her property; however, she thinks there are too many trees in Redwood City. She
stated her belief that the present policy makes it very difficult to maintain the City's
current stock. She stated that it needs very educated leadership and that the plan
should have a provision for those who want to remove their tree from clogging rain
gutters. She further expressed her desire to serve on the task force.
Mary Brown stated that in May of 1995 she had a new and stronger roof put on
her home and in June she requested attention due to a tree in front of her house
dying. In December of 1995 she walked out and found that the tree had fallen on
her home that commenced with her husband taking care of the situation. Two
years ago they discovered a rotten tree and the City came and removed the tree,
left a mess, and took the wood away. She asked that the third tree be inspected
by the City and that Redwood City has been very poor about taking care of the
trees.
Gerald Nagel stated that Mary Brown is correct and has photographs of the tree
situation. He explained the root cutting that has occurred and that now rather than
a root system on four sides, there is a root system on two sides and some of the
planting strips are only 3 -4 feet wide. Before anything else is done, he asked that
the City make sure there are no more roots cut on the sidewalk side in order to
prevent the trees from falling over.
Recommendation:
Consideration to support the formation of a task force as outlined conceptually in
the memorandum dated October 19, 2005. Council commented and agreed that
JOINT CITY COUNCIL AND
REDEVELOPMENT AGENCY MEETING
MINUTES
OCTOBER 24, 2005
PAGE 13
MINUTE BOOK NO. 61
Page No. 33
