REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 12, 2018 <br /> <br />SUBJECT <br />Amendment No. 2 to the professional services agreement with S.S.A. Landscape <br />Architects, Inc. (SSA) for playground and landscape architecture design services for the <br />Magical Bridge Playground (Westside Red Morton Park Renovation Project) <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the <br />agreement with SSA for additional time and scope for playground and landscape <br />architectural design services for the Magical Bridge Playground (Westside Red Morton <br />Park Renovation Project) in the amount of $180,909 for a total agreement amount of <br />$868,283 and find that the project is categorically exempt from CEQA pursuant to <br />Sections 15302, 15304, and 15311 of the CEQA guidelines <br /> <br />BACKGROUND <br />For the past two fiscal years, the City Council has appropriated $2.1 million towards the <br />complete renovation of the large playground within Red Morton Park. The budget <br />funded hiring of the landscape consultant firm, traffic study, master planning, design and <br />construction drawings, and playground improvement. <br /> <br />On April 11, 2016, the City Council approved a professional services agreement with <br />SSA for the “Red Morton Westside Park Renovation Project.” The project primarily <br />focused on improvements to the main pedestrian entrance into the park from Valota <br />Road, street crossings surrounding the park to improve pedestrian safety, pathway <br />improvement, improved sport field viewing, and the reconstruction of the large <br />playground near Valota Road. <br /> <br />When the opportunity to work with the Magical Bridge Foundation presented itself, City <br />staff envisioned a new direction to leverage partnerships, sponsors, funders, <br />stakeholders, and the community at large to create a fully inclusive playground for <br />everyone regardless of ability. <br />City staff met with the co-founders of the Magical Bridge Foundation and learned about <br />their vision, the concepts for the specially designed zones to allow people of all abilities <br />to use the park, their community engagement process, donor outreach, and learnings <br />from their initial project. We found that building a caring and accepting community <br />benefits everyone, and a park and playground is a powerful place to start.
