greater acceptance by their peers, balanced and satisfying relationships, and show
marked progress behaviorally. They also improve their social skills, motor strength, self-
control, and self-esteem. The benefits for children without disabilities are also profound.
They develop a reduced fear of human differences accompanied by increased
awareness and personal principles. They learn to form warm and caring relationships
through increased confidence and compassion.
The opportunity to play with others helps strengthen and maintain physical, emotional,
psychological, and social well-being for us all.
On September 12, 2016, the City Council approved an agreement with the Magical
Bridge Foundation to create this universal playground in Red Morton Park. Since this
time, City staff, SSA, and the Magical Bridge Team have been working diligently on
community outreach efforts, fundraising, research, play equipment lists, and design
options.

On August 28, 2017, the City Council approved Amendment No. 1 to the original
agreement for $341,530 due to the extensive change in time and scope of this project.

ANALYSIS
The cost of design and building of a fully inclusive and accessible playground for all has
significantly escalated due the need to include ramps, rubberized surfaces, unique play
elements, and specialized equipment. The partnership between the Magical Bridge
Foundation and the City and the vision for the Magical Bridge Playground in Redwood
City has energized the community and funders. Over $2.0 million has been raised to
date, and more sponsors are still coming forward. Design efforts continue, and we have
completed the 95% construction drawings.

The teams are meeting often to meet sponsor and community expectations to complete
the project by the end of this calendar year. The time and scope of effort required by
SSA have significantly increased, and the amendment includes the additional tasks and
fees needed for this project.

Amendment No. 2 includes all work associated with those services in “Exhibit A” for a
total of $180,909.

ALTERNATIVES
Council may choose not to approve Amendment No. 2 for $180,909.

FISCAL IMPACT
Funds for the Magical Bridge Playground have been appropriated in the Capital
Improvement Program (Park Impact Fees) and significant fundraising efforts have been
undertaken in partnership with the Magical Bridge Playground Foundation. In total,
nearly $4.0 million has been allocated to the construction of the playground-for-all. The
6.1.A. - Page 2
