<br />Page 2 of 6 <br />ATTY/RESOS/2017/RESO.0069/HRAC RESO 851 MAIN STREET <br />REV: 07-05-17 PR <br />Council on September 12, 2016 as part of the expansion and adoption of the Main <br />Street Historic District); and <br /> <br />WHEREAS, 855 Main Street is a non-contributor located within the designated <br />Main Street Historic District; and <br /> <br />WHEREAS, 852 Walnut Street is located outside of and adjacent to the <br />designated Main Street Historic District; and <br /> <br />WHEREAS, the project site is located adjacent to a Historic Resource to be <br />Preserved (Historic Resource CC – IOOF Hall located at 837 Main Street) in the DTPP; <br />and <br /> <br />WHEREAS, the Applicant hired Richard Brandi, who is on the City’s list of <br />Qualified Historical Consultants, to analyze the project for compliance with the DTPP, <br />Chapter 40 of the Municipal Code, and the Secretary of the Interior’s Standards for the <br />Treatment of Historic Properties; and <br /> <br />WHEREAS, the City hired Page & Turnbull, which is also on the City’s list of <br />Qualified Historical Consultants, to analyze the project for compliance with the DTPP, <br />Chapter 40 of the Municipal Code, and the Secretary of the Interior’s Standards for the <br />Treatment of Historic Properties; and <br /> <br />WHEREAS, the Applicant hired Architectural Resources Group to prepare a <br />Rehabilitation Plan to outline the methods of rehabilitating and protecting DTPP Historic <br />Resource DD before and during construction; and <br /> <br />WHEREAS, the Brandi report, dated May 26, 2017, finds that the Project is <br />consistent with The Secretary of the Interior’s Standards for the Treatment of Historic <br />Properties, complies with standards and guidelines of Sections 2.1.3.DD, 2.1.4.A, <br />2.1.4.C, and 2.1.4.D of the DTPP, and complies with Chapter 40 of the Municipal Code; <br />and <br /> <br />WHEREAS, the Page & Turnbull report, dated June 28, 2017, finds that the <br />Project is consistent with The Secretary of the Interior’s Standards for the Treatment of <br />Historic Properties, complies with three of the four standards and four of the five <br />guidelines of Section 2.1.3.DD, complies with Sections 2.1.4.A, 2.1.4.C, and 2.1.4.D of <br />the DTPP, and complies with Chapter 40 of the Municipal Code; and <br /> <br />WHEREAS, pursuant to Section 2.0.3.A.3 of the DTPP, the Applicant is seeking <br />an exception to standard 2.1.3.DD.1.d to allow for an addition that exceeds the height of <br />the historic structure by more than one story; and <br /> <br /> <br />
