<br />Page 3 of 6 <br />ATTY/RESOS/2017/RESO.0069/HRAC RESO 851 MAIN STREET <br />REV: 07-05-17 PR <br />WHEREAS, on July 13, 2017, the HRAC conducted a duly-noticed public <br />meeting in accordance with all applicable requirements of State Law, to review the <br />reports prepared by Richard Brandi and Page & Turnbull along with other associated <br />project materials. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES <br />ADVISORY COMMITTEE AS FOLLOWS: <br /> <br />Section 1. The HRAC has reviewed the Historian’s Reports prepared by <br />Richard Brandi and Page & Turnbull and hereby finds that the reports have adequately <br />evaluated the proposed project pursuant to the Downtown Precise Plan, Chapter 40, <br />and the California Environmental Quality Act (CEQA). <br /> <br />Section 2. The HRAC has reviewed all of the project materials, reports, and <br />analysis, and hereby finds that the proposed project is consistent with the Secretary of <br />the Interior’s Standards for the Treatment of Historic Properties with Guidelines for <br />Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings <br />(Rehabilitation treatment). <br /> <br />Section 3. The HRAC has reviewed the Rehabilitation Plan prepared by <br />Architectural Resources Group and hereby finds that the Plan adequately describes the <br />methods by which adherence to the SOIS will be implemented for the rehabilitation of <br />DTPP Historic Resource DD. <br /> <br />Section 4. Under Section 2.0.3.A.3.a, the HRAC has reviewed the Project for <br />compliance with the applicable Historic Resources Preservation Standards and <br />Guidelines of the DTPP, and hereby finds that the Project is in compliance with Historic <br />Resources Preservation Standards 2.1.3.DD.1.a, b and c, but does not comply with <br />Historic Resources Preservation Standard 2.1.3.DD.1.d. The HRAC hereby finds that, <br />as conditioned, the Project is in compliance with Historic Resources Preservation <br />Guidelines 2.1.3.DD.2.a, b, c, d and e. <br /> <br />Section 5. Under Section 2.0.3.A.3.a, the HRAC has reviewed the Project for <br />compliance with the additional steps required for Exceptions to the Historic Resource <br />Preservation Standards, and hereby finds that 1) The project site has unusual physical <br />conditions which warrant the consideration of exceptions, or other constraints which <br />render it infeasible or impractical to fully comply with Standard 2.1.3.DD.1.d, 2) An <br />evaluation has been undertaken by qualified professionals experienced in the <br />development and review of appropriate design modifications to historic resources which <br />determined that the project is in full compliance with all applicable Secretary of the <br />Interior’s Standards, and 3) An Environmental Impact Report (EIR) will be prepared to <br />ensure compliance with the California Environmental Quality Act (CEQA), the project is <br />consistent with Redwood City’s General Plan Goals and Policies for historic resources, <br />and is consistent with the City’s adopted Historic Preservation Ordinance (Chapter 40 <br />of the Municipal Code). <br />
