<br />Page 4 of 6 <br />ATTY/RESOS/2017/RESO.0069/HRAC RESO 851 MAIN STREET <br />REV: 07-05-17 PR <br />The merged site would contain multiple DTPP mitigation groups, height zones, and <br />would straddle the boundaries of a designated historic district. Development could <br />occur on the individual parcels in a manner that may have a greater effect on Historic <br />Resource DD that that of the proposed project. The merging of the parcels into a single <br />development site adds regulatory constraints that wouldn’t have applied to the <br />individual parcels themselves. Application of this DTPP standard in this instance would <br />not allow for development similar to what could occur on the individual parcels, even <br />though the outward appearance of the addition would be the same as that of a stand- <br />alone neighboring building. The project has been designed in a manner that is <br />consistent with the SOIS and meets the original intent of the DTPP standards and <br />guidelines for this historic resource. <br /> <br />Section 6. Under Section 2.1.4.A, the HRAC hereby finds that the Project will <br />not have a significant adverse impact on the subject building and fully adheres to the <br />Secretary of the Interior’s Standards for the Treatment of Historic Properties with <br />Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic <br />Buildings (Rehabilitation treatment) because 75% of the historic resource will be <br />retained and rehabilitated, including the character-defining Main Street front façade and <br />rear concrete wall. The additions would be done in a manner that is compatible with <br />the rest of the historic façade by utilizing the symmetry and repetition of the <br />Neoclassical architectural style, cement plaster and stone materials in neutral beige <br />and grey tones, columns and pilasters, and defined base, middle and top caps with <br />distinct cornice work. Further, a Rehabilitation Plan has been prepared which outlines <br />the methods by which the landmark will be stabilized and protected during construction, <br />and the methods for cleaning and repairing or replacing the character-defining features. <br />Adherence to the Rehabilitation Plan before and during construction will help to ensure <br />that the landmark and its exterior architectural features are not detrimentally altered, <br />destroyed, or adversely affected. <br /> <br />Section 7. Under Section 2.1.4.C, the HRAC hereby finds that the Project will <br />not create a substantial adverse change in the significance of the Historic Main Street <br />District, and will protect its continued eligibility for listing on the California Register, <br />because the project has been designed in a manner that is consistent with the <br />Secretary of the Interior’s Standards for the Treatment of Historic Properties and retains <br />and emulates the character-defining features of the District. <br /> <br />Section 8. Under Section 2.1.4.D, the HRAC hereby finds that the proposed <br />project will not cause a substantial adverse change in the significance of the adjacent <br />historic resource located at 837 Main Street (IOOF Hall) because the project complies <br />with the Secretary of the Interior Standards and does not physically alter, demolish or <br />destroy any portions of the adjacent resource. <br /> <br /> <br /> <br />
