Priority Focus Bulletin No. 26-2002. Council may direct staff to act on positions taken <br /> by Council. (Copies of League of California Cities Priority Focus available in City <br /> Clerk's Department). <br /> <br /> 12.B, Various- <br /> <br /> i) Water Transit Authority (WTA) Citizens Advisory Committee - Update; <br /> <br /> Council Member Howard stated that Senator Perata authored a bill that passed <br /> creating the Water Transit Authority to study the future of ferry service in the Bay <br /> Area. The Citizens Advisory Committee (CAC), which is a subcommittee of the <br /> WTA, is composed of elected officials from Port Sonoma down to Sunnyvale and <br /> Moffitt Field. In 2004, a toll increase will be on the ballot and that has been <br /> identified as a possible funding source for the future of ferry service. The WTA <br /> has proved to be a very viable option. At this time, the proposal is for a $1.00 <br /> increase to the toll on the seven (7) Bay Area bridges. This would generate $125M <br /> per year. Four of the seven counties will be going out with sales tax measures in <br /> 2004. Council Member Howard stated that she will be bringing a report to Council <br /> for consideration and possible adoption of a resolution of support on August 5. <br /> <br /> ii) AB 680 (Steinberg) - Sales Tax* Redistribution <br /> SB 910 (Dunn) - Housing Elements, Fines, Penalties, and Lawsuits/State <br /> Seizure of Gas tax <br /> <br /> Council Member Howard stated that her interest in bringing these items before <br /> Council was to discuss whether further correspondence to legislators would be <br /> helpful. AB 680 at this time, is still in legislation and discussion ensued as to <br /> whether to send additional letters or make telephone calls. <br /> <br /> Public Comment: <br /> Bob Baldwin asked if letters are generated that it be included in the form of a <br /> press release so that the State authorities would see it in the press. <br /> <br /> Consensus by Council was to write additional letters. MINUTE ORDER 02-205 <br /> <br /> iii) Consider Rescheduling Council meeting of August 12 to August 19. <br /> <br /> Mayor Claire stated that he would be unavailable for the August 12 meeting and · <br /> polled Council to decide whether the second Counc meet ng in August should be <br /> held on August 12 or 19. Consensus was to poll the absent Council Members and <br /> hold the meeting on August 12 if he is the only one scheduled to,be absent. <br /> <br /> iv) Council Member Jordan referred to correspondence received from a resident <br /> on Harbor Court relative to recycled water. The letters reference damaging <br /> effects from recycled water use on landscaping and plant life.
