BOARDS, COMMISSION AND COMMITTEE REPORTS -

A. Council Retail - Cinema Project Subcommittee - Project Update;

Council Member Hartnett, stated that the purpose is to update Council on the
status of the project and report on some of the developments. The project as it is
currently configured in the Disposition and Development Agreement (DDA) is
subject to a proposed amendment, but that has not been detailed and received as
yet. One of the key elements of the current status is the separating out of Block II
(office building and parking garage) from Block I (retail/cinema project). The
concept of discussion is separation of those two blocks and potentially placing
parking underneath the retail/cinema project. Any amendment to the agreement
would be approved by Council in the context of a specific amendment to the DDA
and it is the understanding that there will be a proposal before the Council in the
future. The parking information gathered consists of raw data with explanations
using maps of downtown and overlays to go over the maps in order to understand
current parking availability in publicly controlled spaces and to integrate into a
formal report to Council that will be a part of the continuing public process. There
will be a proposed addendum to the pro-existing certified EIR to account for a
reconfiguration of the project and provide additional information to Council.

12.
