REPORT <br /> To the Honorable MaYOr and City Council <br /> From the City ManagerJ <br /> <br />August 5, 2002 <br /> <br />Subject <br />2002-2003 Utility Trench Repair Service <br /> <br />Recommendation <br />By Motion, appreve the specifications, accept the bid and award the 2002-2003 Utility <br />Trench Repair Service contrect to S.G. Barber Construction, Inc. of Belmont, CA, in the <br />amount of $140,000.00, and reject all other bids. <br /> <br />Background <br />City-owned water and sewer utility crews routinely cut into City streets for repairs and <br />maintenance of the underground pipe systems. Following these repairs, the trenches need <br />to be re-paved and the street surface restored. City maintenance crews have performed <br />the water and sewer utility trench repaving over the past several years~ An internal process <br />was developed to notify the paving crew of the trench to be paved following the utility <br />repair. The cost to the City was found to be lower and the response time was found to be <br />faster than bidding lists of trenches. However, staff found that the street maintenance <br />crews were spending too much time and energy repairing trenches on streets already in <br />good condition, instead of improving and maintaining streets in poorer condition that need <br />attention (work that would raise the "Pavement Condition Index" (PCl). <br /> <br />The streets maintenance section priority is to maintain the condition and prevent the <br />deterioration of streets. During spring and summer seasons, while preparing the streets for <br />cape seal, slurry seal, and overlay projects, City paving crews were unable to respond <br />promptly to utility trench repair requests. <br /> <br />Last fiscal year, staff conducted a pilot project 'for utility trench repair paving utilizing a <br />contractor. Using a "blanket contract" and providing lists of locations as they occur, the <br />contractor was able to perform the trench repaire at a slightly higher price, but within <br />predictable and reasonable time limits. <br /> <br />The need for this service is driven by City crews focus on paving priorities. This trench <br />repair service will allow the department to complete the necessary streets maintenance <br />tasks and also support the City's utilities by completing trench repair work - either by <br />contractor or City staff - as most appropriate. <br /> <br />On June 3, 2002, the contract documents and specifications were sont to six paving firms <br />that have performed work for the City in the past.
