BIDDER AMOUNT
S. G. Barber Construction, Inc., Belmont, CA $140,000.00
Bay Area Paving., San Mateo, CA $148,400.00
Staff Estimate $150,000.00
Average bid S 144,200.00

S. G. Barber's bid is 6.7% below staff's estimate. S. G. Barber was the Iow bidder in
last year's contract and performed satisfactory work. The firm has adequate crews
and equipment to meet the City's quality standards for trench repairs.

Alternatives
(1) Staff considered requesting the hiring of additional crew members to perform the work
in lieu of this contract. It was determined that the contract option is better based on:
· the trench repairs are not a full-time activity
· the cost of an additional full time crew and equipment would be more expensive
than this contract
· the gas tax budget cannot afford to support the additional crew members during
the remainder of their work schedule beyond trench repair.
(2) All the trench repairs could be performed by existing City staff. Staff would have to
delay pavement improvements and temporary sidewalk maintenance in order to
perform the trench repairs.
(3)The service could be re-bid, however, the City received valid bids for the work.

Fiscal Impact
Funds have been requested in the appropriations for the 2002-2003 Public Works
Services water and wastewater systems maintenance budgets

Staff will not initiate this contract until the City Council has formally approved the 2002-
2003 budget. Should the pending appropriation be deleted from the 2002-2003 budget,
this contract will not be executed and the associated paving work will not be performed.

G'ordon Ma~'n Peter Ingrain E~d Everett
Public Works Superintendent Director, Public Works Services City Manager

Attachments
None

Specifications are available for review in the City Clerks Office
