I-0 <br />REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />August 5, 2002 <br /> <br />Subject <br />Thermoplastic Street Markings and Street Signs Service <br /> <br />Recommendation <br />By Motion, accept the Iow bid of $47,211.35 and award the contract for the FY 2002-2003 <br />Thermoplastic Street Markings and Street Signs Service to Weatherly Striping Company of <br />San Carlos, CA, for a total not-to-exceed amount of $55,000.00. <br /> <br />Background <br />This is the third year of a five-year rotation for Thermoplastic markings. Using the <br />Thermoplastic markings at high volume intersections and around schools has minimized <br />stars necessity to re-paint these critical street markings annually. Thermoplastic marking <br />lasts longer and hold up to traffic wear longer than paint. The result has been higher <br />visibility street markings at high volume intersections while allowing staff to work on a <br />rotational schedule to paint the lower volume street markings and curb painting citywide. <br /> <br />On March 20, 2002, plans and specifications for the FY 2002-03 Thermoplastic and Signs <br />Services were sent to five vendors. The unit-priced bid package was based on estimated <br />quantities of work. There was a two-month bid window allowed for the bidders to perform <br />site inspections. Two bids were received on May 22, 2002: <br /> <br /> Vendor Amount <br />Weatherly Striping Company, Inc., San Carlos, CA $ 47,211.35 <br />Chrisp Company, Fremont, CA $ 61,889.60 <br />Diaz Corporation, San Jose, CA No Bid <br />Linear Options, Menlo Park, CA No Bid <br />Airport Pavement Markings, Inc, San Mateo, CA No Bid <br /> <br /> Engineer's Estimate $ 55,000.00 <br /> Median bid $ 44,550.48 <br /> <br />Weatherly Striping Companies bid is 14.2% below the Engineer's Estimate and is <br />considered a valid bid. Weatherly Striping has performed work for Redwood City in the <br />past and has been responsive and reliable. Staff is confident in their ability to complete <br />this project in a timely manner. <br /> <br />The base bids came in lower than estimated. Staff recommends taking this opportunity to <br />accomplish more work in FY 02-03 with available budgeted funds. Staff recommends <br />accepting the Iow bid and awarding the work at the full budgeted amount basecJ on the unit <br />prices.
