August 5, 2002

Subject
Ordinance to Amend Redwood City Code Sections 20.44, 20.45, and 20.45.1

Recommendation
Adopt an ordinance amending Chapter 20, Article IV, Sections 20.44, 20.45, and
20.45.1 of the Redwood City Code, to update the legal speed limit on various
designated streets, including deletion of subsection 20.44.A that had designated a 30
mile per hour speed limit on the portion of Alameda de las Pulgas between Brewster
Avenue and Whipple Avenue.

Background
The recommended Ordinance Amendment to the Redwood City Code involves general
changes to bring Code Sections 20.44, 20.45, and 20.45.1 up to date by:

1. correcting inconsistencies between speed limits set forth in the Code and
existing posted speed limits;

2. deleting street segments that do not need to be included in the Code
because the existing posted speed limit conforms to the prima facie speed
limit as set forth in the California Vehicle Code (namely 25 mph for streets in
defined residential or business districts);

3. adding new street segments that must be included in accordance with the
California Vehicle Code.

4. removing overlapping (redundant) street segments;

5. changing the limits of certain segments to incorporate a longer street
segment or shorten the segment to eliminate portions outside the City's
Limit, and

6. correcting obsolete street name references.

None of these general changes to the Code would actually change speed limits
currently posted on the subject streets.

In addition to these general changes, the recommended Ordinance Amendment
includes reducing the speed limit on Stafford Street between Whipple Avenue and the
San Carlos City Limits from 35 miles per hour to 30 miles per hour. A recent speed
survey performed on this segment resulted in an 85th-percentile speed of 34 mph.
