The recommended Ordinance will also delete the current dasJgnatJon of Emerald <br />Hill Road at a 80 mph speed limit, w~Jch will enact the prima facJe speed limit of 25 mph <br />on this residential street. Both of these speed limit reductions are supported by neer~y <br />residents. <br /> <br />The speed IJmJts Jn the recommended Ordinance are determined upon the basis of <br />engJneerJng and traffic surveys, are the most appropriate to facilitate the orderly <br />movement of traffic, and are reasonable and sefe, as requJred by the California Vehicle <br />Code. <br /> <br /> Note: When the recommended Ordinance was introduced at the July 15, 2002 <br /> Council meeting, questions were raised regarding the subsection designating a <br /> 30 mph speed limit on the portion of Alameda de las Pulgas (Alameda) between <br /> Brewster Avenue and Whipple Avenue. This subsection was merely repeating <br /> the current City Code designated 30 mph speed limit for this portion of Alameda. <br /> However, substantial grounds for questions exist because the segments of <br /> Alameda immediately north and south of the subject portion are posted at 25 <br /> mph, while no speed limit signs are posted on this short portion between <br /> Brewster and Whipple. Staff has reviewed this location and conducted a new <br /> engineering and traffic survey, which justifies e 25 mph speed limit on this portion <br /> of Alameda. Therefore, staff now recommends deleting Ordinance subsection <br /> 20.44.A designating a 30 mph speed limit on the portion of Alameda between <br /> Brewster and Whipple, which will enact the prima facie speed limit of 25 mph on <br /> this residential street segment. Staff has also reviewed the rest of the Ordinance <br /> to assure that no other similar "discrepancies" are included, and none were <br /> identified. <br /> <br />Alternatives <br /> 1. Adopt the Ordinance as introduced on July 15, including subsection 20.44.A <br /> designating a 30 mph speed limit on Alameda de las Pulgas between Brewster <br /> Avenue and Whipple Avenue. <br /> <br /> 2. Direct staff to revise the Ordinance to incorporate additional Council direction. <br /> <br />Fiscal Impact <br />Cost to replace or install speed limit signs should total less than $4,000 Funds are <br />available in the 2002-2003 Traffic Safety Fund. <br /> <br />Richard K.
