Sandis, as the civil engineering sub consultant to Consultant will provide the <br />following scope of services for the Agreement: <br />Task 1: Preparation of a civil -related qualitative review report for Consultant <br />1. Site and scope analysis, to make recommendations as required to enhance <br />and/or supplement the information provided by the City. <br />2. Review information with respect to adequacy for qualitative analysis reflecting <br />existing zoning and requested rezoning criteria. <br />3. Prepare a civil related qualitative review report that will focus on the following <br />questions included in the financial feasibility section of the Consultant attached <br />work scope. The deliverable will address two future alternative land use <br />possibilities: 1. Development consistent with current General Plan land use for a <br />light industrial/biotech/research and development project of up to three (3) stories <br />and 2. Development consistent with the Commercial Park land use of up to eight <br />(8) stories. Sub Consultant will qualitatively address the following: <br />a. Likely cost magnitude of soil preparation, such as sea level rise <br />b. Infrastructure costs and potential offsite mitigation costs (including upsizing of <br />utilities to serve the site); <br />c. Costs of such other land uses that would be allowed under the existing <br />General Plan and zoning that do not require extensive sea level rise <br />mitigation. <br />Sub Consultant will also address which of the site improvements is capable of <br />phasing, which are not, and the qualitative impact on cost of being able to phase <br />or not. <br />Task 2: Meetinas/Presentations <br />Sub Consultant will attend up to two (2) conference call -type meetings to discuss civil <br />related site and scope analysis issues and findings. All other project coordination would <br />be done via phone and email or other web -based project coordination platforms. <br />Sub Consultant will participate in one (1) City Council meeting tentatively scheduled for <br />January 22, 2017 in Redwood City, providing technical support and responding to <br />questions received as needed. <br />REV: 03-12-18 PR <br />Page 10 of 14 <br />ATTY/AGR.2018.051/Keyser Marsten Associates, Inc. / Harbor View Project <br />
