EXHIBIT "A" <br />SCOPE OF SERVICES <br />Task 1: Preoaration of a Market Feasibility. Financial Feasibilitv. and Economic Imoact <br />Assessment (if reouired) report. delivered to the Citv in electronic form: <br />Market Feasibility: Consultant will evaluate whether the market support will be <br />strong or weak for Biotech/R&D and Commercial Park land uses at the sites in <br />Table 1: Harbor View Project Parcels (Jay Paul site). Consultant will further <br />evaluate whether Industrial and Port Related uses on the locations Port side of <br />Blomquist provided in Table 2: Port -side Parcels, will be strong or weak in the <br />longer term. <br />2. Financial Feasibility (Return on Investment): for the Jay Paul site, Consultant will <br />evaluate if there a strong or weak probability that the existing General Plan land <br />uses or only Commercial Office are financially feasible given the City provides <br />the regulatory requirements and Sandis provides the likely magnitude (high or <br />low) of the costs of regulatory requirements and of soil preparation such as sea <br />level rise, infrastructure costs, and potential offsite mitigation costs. <br />3. Economic Impact Assessment: Consultant will evaluate, for biotech/R&D or <br />Commercial Park land uses, the following likely to be low or high? <br />Direct fiscal revenues to Redwood City, and where identifiable indirect <br />fiscal impacts <br />• Economic impacts defined as direct job creation and employee <br />compensation <br />• Indirect economic output <br />Consultant will undertake this if development allowed current General Plan land <br />use designation for the Jay Paul site has a strong probability to be financially <br />feasible. <br />Task 2: Meetinas/Presentations <br />Consultant will participate in up to two (2) conference call -type meetings with City staff <br />to discuss scope and analysis issues and findings. All other project coordination would <br />be done via phone and email or other web -based project coordination platforms. <br />Consultant will participate in one (1) City Council meeting tentatively scheduled for <br />January 22, 2017.
